HomeMy WebLinkAboutResolutions - No. 99-31RESOLUTION NO. 99-31 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS CHARGE (PBC) GRANT TO WALLACE, INCORPORATED ---------------------------------------------------------------- ---------------------------------------------------------------- WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amount to approximately $1 M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, following the Electric Utility Department's review of Wallace, Incorporated, two specific energy conservation measures emerged: 1.) The first component entails a plant production -area lighting efficiency & improvement project. Approximately 242 high efficiency T-8 fluorescent lamps will be installed, replacing the existing T-12 lighting system. The new T-8 lights have a rated life span of 20,000 run hours, which is more than double the life of the T-12 lamps. In addition, the new T-8 lamps will significantly reduce the heat output, which in turn reduces cooling load requirements. The other component of the lighting retrofit includes the installation of new, state-of-the-art electronic ballast's in the plants production area. 2.) The second phase of the Wallace, Incorporated demand-side management project involves the removal of the plants two existing 60 -ton packaged air conditioning units, which have reached their expected useful life and are now operating below design efficiency standards. It is recommended that these units be replaced with two high efficiency 60 -ton direct expansion units, that are built with high efficiency fan motors and variable frequency drives. WHEREAS, the actual Public Benefits Program grant of $49,136.00 represents 25% of the total installed cost of the aforementioned projects. The additional $3,600.00 requested for Wallace, Incorporated is for measurement and verification. Three separate readings will be taken to ensure that the installed equipment is operating as designed, and that projected energy savings are being realized by the customer. The total demand-side management project request for Wallace, Incorporated is $52,736.00; and WHEREAS, Wallace, Incorporated, a national commercial printer of business forms, labels and other office products, has been located here in Lodi since 1983, and employs over 100 people; and WHEREAS, the Electric Utility Department recommends that the City provide a PBC grant of $52,736.00 toward the above upgrades and include the cost of the grant as part of the City's required PBC outlay. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Charge (PBC) Grant in the amount of $52,736.00 to Wallace, Incorporated.
