AGENDA TITLE: Adopt Resolution approving the application for grant funds from the California
Department of Conservation's Agricultural Land Stewardship Program (ALSP) for
technical assistance with the preparation of a Greenbelt/Open Space Policy
MEETING DATE: June 17, 1998

RECOMMENDED ACTION: Staff is recommending that the City Council adopt a resolution that will be
incorporated into the City's Agricultural Land Stewardship Program
(ALSP) application package and forwarded to the Department of
Conservation during the 1998 application period (June to July). If our
application is selected, the funding would be used to augment staff in the preparation of a Greenbelt
Policy. As specified in the resolution, some of the activities that will be undertaken are to identify
farmland and other sensitive lands most in need of preservation, to gather consensus within the
community regarding open space, and to study different financing options for implementing land
preservation techniques.
BACKGROUND INFORMATION: One of the major goals identified by the City Council this past year
is the creation of a Greenbelt Policy, to be carried out by the
Community Development Department. The grant, if approved, will
supplement staff's efforts in gathering some of the preliminary
information necessary to formulate such a policy. The ALSP makes funding available for the acquisition
of agricultural conservation easements and fee title acquisitions, as well as planning grants. At this time,
we are applying for a planning grant only. The Department of Conservation's application manual
specifies that, among other things, a "resolution from the government jurisdiction in which the project is
located endorsing the project and the application for grant funds", be adopted. The application will also
demonstrate the City's commitment to agricultural land preservation by citing both the General Plan and
Growth Management Ordinance as evidence of our commitment in this regard.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE APPLICATION FOR GRANT FUNDS
FROM THE CALIFORNIA DEPARTMENT OF
CONSERVATION'S AGRICULTURAL LAND
STEWARDSHIP PROGRAM FOR TECHNICAL
ASSISTANCE WITH THE PREPARATIONS OF A
GREENBELT OPEN SPACE POLICY
WHEREAS, the Legislature has established the Agricultural Land Stewardship
Program within the Department of Conservation, and through a grant program is providing
assistance to conserve important agricultural land resources that are subject to
conversion pressures; and
WHEREAS, the City of Lodi intends to establish an Open Space/Greenbelt Policy
enabling the City of Lodi to more effectively self limit growth and the urbanization of
surrounding land; and -
WHEREAS, in order to proceed with the processes of 1) gathering consensus
within the community regarding open space, 2) identifying lands in most need of
preservation, and 3) designing financing programs, the City is seeking a policy/planning
grant to pay for the services to augment staff.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
hereby approves the filing of an application for funding from the Agricultural Land
Stewardship Program.
