A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
PURCHASE OF THREE POLICE PATROL SEDANS FROM THE STATE OF
CALIFORNIA, OFFICE OF PROCUREMENT CONTRACT FROM DOWNTOWN
FORD OF SACRAMENTO, AND FURTHER AUTHORIZING APPROPRIATE
FUNDS TO EQUIP THE THREE VEHICLES FOR SERVICE FOR THE LODI
POLICE DEPARTMENT

WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City
to do so; and
WHEREAS, six police patrol sedans were included in the 1996/97 budget; and
WHEREAS, the patrol sedan that we now use is the Ford Crown Victoria four -
door sedan, CHP special service vehicle; and
WHEREAS, normally these three vehicles would be ordered under the State
contract in November/December 1996 for delivery in early summer 1997; and
WHEREAS, Downtown Ford of Sacramento was awarded the State Contract for
1996, and the 1997 contract will not be awarded for another month or two; and
WHEREAS, two incidents have occurred prompting staffs request to replace
these units prior to the normal schedule, i.e. Patrol Unit 05-013 being struck by a drunk
driver, and Police Partners sedan Unit No_ 05-101 sustaining major engine damage; and
WHEREAS, the Police Chiefs and the Police Operations Division Commander's
vehicles, Units 05-003 and 05-018 respectively, are due for replacement in 1997/98, and
both can still serve a productive secondary use in the Police Partners fleet;
WHEREAS, it is staff recommendation that we place an order with the State of
California, Office of Procurement immediately, since Downtown Ford is holding three
sedans they have left on the 1996 Contract to replace Units 05-013, 05-003, and 05-018
at a cost of $68,108.78; and
WHEREAS, staff also recommends authorization to contract for labor to remove
and reinstall existing emergency equipment, i.e. back seat, protective screen, light bar,
siren, shotgun rack, radio rack, push bumper, two-way radio, etc., at the approximate
cost of $1,500.00; and
WHEREAS, staff further recommends authorization to either dispose of Police
Units 05-013, 05-101 and 05-104 and any unusable emergency equipment through
Roger Ernst and Associates (auctioneers) of Modesto, or sealed bid auction.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby authorize staff to place an order with the State of California, Office of
Procurement for the purchase of three 1996 Ford Crown Victoria Sedans at a cost of
$68,108.78; and
BE IT FUR). SER RESOLVED that the City Counci, oereby authorizes staff to
contract for labor to remove and reinstall existing emergency equipment at an
approximate cost of $1,500.00; and
BE IT FURTHER RESOLVED that staff is hereby authorized to dispose of Police
Units 05-013, 05-101 and 05-104, and any unusable emergency equipment through
Roger Ernst and Associates of Modesto or through sealed bid auction.
