Improvements ($2,822,250)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Teichert Construction, of Stockton, in the amount
of $2,822,243.50, and appropriate additional funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: This project includes widening Highway 12 (Kettleman Lane)
between the southbound Highway 99 ramp and Beckman Road,
installing three signals and street lighting, widening the northbound
and southbound exit ramps, constructing "new" Beckman Road
east of the existing road, and installing underground utilities. Plans and specifications for this project
were approved on May 6, 1998.
The City received the following bid for this project:

Teichert Construction Stockton $2,822,243.50
Several contractors purchased plans and specifications and indicated interest in bidding on this project.
However, staff has heard from the construction industry that contractors are backlogged with projects
due to the extended rainy season which explains why we received only one bid.
FUNDING: At its June 3, 1998 meeting, City Council approved a Joint Powers Agreement with
Caltrans authorizing the City Manager to execute the Agreement to use California
Transportation Improvement Program (CTC) funds. The Cooperative Agreement with
San Joaquin County Council of Governments (COG), to use Measure K funds, will be
presented at this Council meeting. After the contract has been awarded, Caltrans will prepare a
program supplement for the State/Local Transportation Partnership Program (SLTPP) funds. Staff will
bring the supplement to City Council for approval at a later date.
The funding sources are shown below. The local funds will primarily be funds from Street and Utility
Impact Mitigation Fee accounts. Some water and sewer utility work will also be done using capital funds
which will be eligible for reimbursement. The City has also requested a Measure K loan from COG, for
approximately $840,000, using future Measure K allocations as collateral. The City will make payments
on the loan using Regional Impact Fees as development occurs.

The difference between the contract and the project estimate includes funds for the right of way

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR HIGHWAY 12 -
KETTLEMAN LANE/HIGHWAY 99 INTERCHANGE
IMPROVEMENTS
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on June 10, 1998 at 11:00
a.m. for the Highway 12 - Kettleman Lane/Highway 99 Interchange Improvements, described
in the specifications therefore approved by the City Council on May 6, 1998; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends awarding the bid for the Highway 12 -
Kettleman Lane/Highway 99 Interchange Improvements to the sole bidder, Teichert
Construction of Stockton, California.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby awards the
bid for the Highway 12 - Kettleman Lane/Highway 99 Interchange Improvements to the sole
bidder, Teichert Construction of Stockton, California, in the amount of $2,822,243.50.
BE IT FURTHER RESOLVED, that funds be appropriated for this project as follows:
