HomeMy WebLinkAboutAgenda Report - June 17, 1998 (74)AGENDA TITLE: Purchase of Electrical Cable, Rejection of Low Bidder for 5,000 feet of #750 600V XHHW Conductor, and Award of Bid to Second -Low Bidder ($48,562.93) MEETING DATE: June 17, 1998 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the bid for the purchase of 20,000 feet of #2/0 15kV XLPE concentric neutral conductor and 10,000 feet of #350 600V Triplex to the respective low bidders, Pirelli Cables of Colusa, California, and BICC Cables of Huntington Beach. It is further recommended that the low bid for 5,000 feet of #750 600V XHHW conductor be rejected, and that purchase be awarded to the second -low bidder, Pirelli Cables of Colusa. Total cost of all items is $48,562.93. BACKGROUND INFORMATION: On May 20, 1998, the City Council approved specifications and authorized advertisement for bids. Eight bids were received, and opened on June 3, 1998. A summary of the bids submitted is attached as Exhibit A. Because the #750 conductor is needed to provide service to the new Landucci Market on West Lockeford Street, staff recommends that purchase of the #750 cable be made from the second -low bidder due to shorter delivery leadtime. The low bidder for that item, Intraline, Inc., of Burlingame, has been unable to improve the estimated 12 -week leadtime from their manufacturer, and the City's service installation timeline for Landucci Market does not allow a delivery date nearly three months out. The second -low bidder, Pirelli Cables, can deliver the wire in three weeks. (Intraline has been advised of this recommendation to award to the second - low bidder, and they do not intend to contest it). The #2/0 15kV concentric neutral and #350 600V Triplex conductors will be used in new residential developments such as Bridgetown Unit 3 and the Millsbridge subdivisions, and at the 2111 West Kettleman Lane apartment complex. A portion of this purchase will also be used to provide an inventory for routine or emergency maintenance of the existing electrical system.
