A RESOLUTION OF THE LODI CITY COUNCIL
DECLINING PURCHASE OF RESERVED PARK SITE, RICHARDS RANCH;
MAKING LOT ALLOCATION AND JOINT -USE FACILITY REQUEST OF
LODI UNIFIED SCHOOL DISTRICT
WHEREAS, in accordance with the Parks, Recreation and Open Space Master
Plan, the developer of Richards Ranch Subdivision has provided area within the approved
tentative map for a portion of the neighborhood park located in the southeast area of Lodi;
and
WHEREAS, the park site would also include property to the north for which the
owner has not made any development proposals, although the area has been pre -planned
for the park and residential development and also a proposed elementary school site; and
WHEREAS, at a closed session held March 19, 1996 the City Council indicated its
intentions not to pursue the acquisition of the separate park site and to work with Lodi
Unified School District (LUSD) on joint use of the school site to serve the neighborhood;
and
WHEREAS, the Community Development Director and City Engineer met with
LUSD's Administrative Director of Facilities and Planning and it was decided that LUSD
would is interested in working with the City to meet the community's needs with a shared
facility at a lower cost than separate facilities; and
WHEREAS, it is staffs recommendation that the City Council take the following
actions on this matter:
1. Decline to purchase the park site reserved in the Richards Ranch
Subdivision and adopt this resolution allocating up to 15 lots to the project out of next
year's allocations; and
2. Formally request that LUSD plan for a joint -use facility at this location and
offer to pay up to $15,000 or 50 percent, whichever is less, toward preparation of a site
master plan; and
3. Direct staff to enter into negotiations with the Richards Ranch developer to
acquire the "school" portion of the project if LUSD does not take formal action to begin the
acquisition within 90 days.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves the following actions:
1. Decline to purchase the park site reserved in the Richards Ranch Subdivision and
adopt this resolution allocating up to 15 lots to the project out of next year's allocations;
and
2. Forma' equest that LUSD plan for a joint -u; 'acility at this location and
offer to pay up to $15,000 or 50 percent, whichever is less, toward preparation of a site
master plan; and
3. Direct staff to enter into negotiations with the Richards Ranch developer to
acquire the "school' portion of the project if LUSD does not take formal action to begin the
acquisition within 90 days.
