HomeMy WebLinkAboutResolutions - No. 97-129RESOLUTION NO. 97-129 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE SOLE SOURCE PURCHASE OF KETTLEMAN LANE WASTEWATER PUMP STATION EQUIPMENT, AND APPROPRIATING ADDITIONAL FUNDS TO COVER THIS PROJECT, AND AUTHORIZE ADVERTISEMENT FOR INSTALLATION BIDS WHEREAS, Lodi Municipal Code, 53.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, at its October 16, 1996 meeting, the City Council directed staff to proceed with the design engineering for a wastewater pumping station at the future intersection of Mills Avenue and Tienda Drive; and WHEREAS, the project will be funded by development fees, the City has already committed $50,000.00 from the Wastewater Development Impact Mitigation Fee Fund and the balance of the $175,000.00 project will come from area developer contributions; and WHEREAS, all five existing permanent wastewater pump stations in the City consist of a manufactured steel shell and pump assembly, installed underground, from Smith & Loveless, Inc., and all were installed by developers to city specifications, and we have been informally standardizing on these units; and WHEREAS, with the City taking the lead on this project, the plan was to bid the complete installation and specify the Smith & Loveless unit; and WHEREAS, two issues have become apparent: 1) the City can save some contractor markup if we purchase the unit and furnish it to the contractor and 2) that this long -lead item (roughly 16 weeks) will significantly delay completion of the project if we leave the purchase as part of the installation contract; WHEREAS, the actual quote from the manufacturer for the lift station, including a corrosion protection system is $68,025.00; however, our review of the submittal material, which includes the exact equipment and accessories to be furnished is incomplete, and the request for $70,000.00 allows for minor changes in the equipment to be furnished and for additional startup services should they be necessary; and NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves the sole source purchase of a Smith & Loveless, Inc. factory -built automatic wastewater pump station in the amount not to exceed $70,000.00; and BE IT FURTHER RESOLVED, that an additional $20,000.00 be appropriated from the Wastewater Development Impact Mitigation Fee fund to cover this project; and BE IT FURTHER RESOLVED that the City Council hereby authorizes advertisement for installation bids.
