AGENDA TITLE: Set a Public Hearing for November 16, 2016, to Consider and Approve an
Amendment of the 2016/17 Annual Action Plan to Accommodate the Reallocation
of Community Development Block Grant (CDBG) Funds From Previous Years

RECOMMENDED ACTION:. Set a public hearing for November 16, 2016, to consider and
approve an amendment of the 2016/17 Annual Action Plan to
accommodate the reallocation of CDBG funds from previous years.
BACKGROUND INFORMATION: A public hearing is required as part of the federal requirements of
the Community Development Block Grant (CDBG) program.
The reallocation of a surplus amount of CDBG funds from one existing project will allow for the creation
of a new project for the 2016-17 program year requires an amendment of the Annual Action Plan. More
details will be provided in the staff report for the public hearing. The public review and comment period
for this Action Plan amendment begins October 17, 2016 and will end November 16, 2016.
The City Council will consider approval and adoption of the 2016/17 Annual Action Plan amendment and
provide an opportunity for public comment on that action at the November 16, 2016 meeting.
FISCAL IMPACT: The Annual Action Plan amendment documents are being completed as an
administrative activity that is funded through the City's CDBG
administrative allocation from HUD.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, November 16, 2016 at 7:00 p.m.
or as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine Street, Lodi,
CA 95240 in order to consider an amendment to the 2016-17 Annual Action Plan (AAP). The AAP generally
describes how .the City will utilize program funds for eligible activities during the fiscal year. The AAP can be
amended as needed to reallocate funds to housing and community development activities.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or blight, or
serve an urgent need. Eligible activities include property acquisition, public improvements, housing rehabilitation,
economic development, and public services.
The release of this notice is one of the City's activities to fulfill citizen participation requirements. Federal
regulations require localities to provide the public with reasonable access to the documents. Planning documents
have been available to the public for at least 30 days before adoption by the City Council.
The document has been released and the public review and comment period for the amendment of the 2016-17
AAP begins October 15, 2016 and will end November 16, 2016 The City Council will consider approval of the
amendment of the 2016-17 AAP and provide an opportunity for public comment at their November 16, 2016
meeting.
The purpose of this public hearing will be to give citizens an opportunity to make their comments known regarding
community needs and accomplishments under the CDBG Program. If you are unable to attend the public hearing,
you may direct written comments to the City Clerk, City of Lodi, PO Box 3006, Lodi, CA 95241, or you may
telephone (209) 333-6711. In addition, information is available for review at Lodi City Hall (221 West Pine
Street) between the hours of 8:00 a.m. and 5:00 p.m. on weekdays.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone else
raised at the public hearing described in this notice or in written correspondence delivered to the City Clerk, 221
West Pine Street, at or prior to the close of the public hearing.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this
meeting, please contact the Office of the City Clerk at (209) 333-6702. Notification 48 hours prior to the meeting
will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

CON LA PRESENTE SE NOTIFICA que una audiencia publica se Ilevar,1 a cabo el Miercoles, 16 de noviembre 2017 a
las 7:00 pm o tan pronto como el asunto podra ser oido, en el Consejo de Camaras de la ciudad de Lodi, 305 West Pine
Street, Lodi, CA 95241 a fin de considerar enmienda numero uno al Plan de Acci6n Anual 2016-17 (AAP) y recibir
aportaciones en relaci6n con las necesidades de la comunidad y las prioridades de financiaci6n.
EI programa CDBG proporciona fondos para actividades que beneficien a las personas de bajos ingresos, eliminan los
barrios marginates o tiz6n, o sirven a una necesidad urgente. Las actividades elegibles incluyen la adquisici6n de
propiedades, mejoras publicas, rehabilitaci6n de viviendas, el desarrollo econ6mico, y los servicios p6blicos.
Como beneficiario de fondos del Desarrollo Comunitario (CDBG), la Ciudad ha desarrollado un plan de accibn que
describe las actividades propuestas para ser financiadas en 2016-17. EI plan de acci6n en general describe c6mo el se
va a utilizar los Tondos del programa en actividades elegibles durante el ano fiscal. EI plan de accibn puede modificarse
segun sea necesario para reasignar Tondos a las actividades de vivienda y desarrollo comunitario.
Se pondran a disposici6n los documentos de planificaci6n al publico durante al menos 30 dias antes de su aprobaci6n
por el Ayuntamiento. Se anticipa que los documentos seran disponibles el 15 de octubre de 2017 para su revision y
comentarios. Una audiencia publica se conducira el mi6rcoles, 16 de noviembre del 2017 para su revisi6n y aprobacion
del Plan de Accion Anual.
