Annual Action Plan for the Community Development Block Grant (CDBG) Program
and the Amendment of the 2015-16 Annual Action Plan

RECOMMENDED ACTION: Conduct a Public Hearing to consider a resolution approving the
2016-17 draft Annual Action Plan for the Community Development
Block Grant (CDBG) Program and the amendment of the 2015-16
Annual Action Plan.
BACKGROUND INFORMATION: The Action Plan is the annual implementing document for the 2014-
2018 Consolidated Plan and provides a detailed description of each
activity proposed for the fiscal year, as well as the City's CDBG
budget and goals for the fiscal year.
2016-17 Funding Allocation
The City will receive $613,959 in CDBG funds for Fiscal Year 2016-17 from the U.S. Department of
Housing and Urban Development (HUD). The City Council has a policy of allocating 40 percent of the
annual CDBG award (net of administrative costs) to community-based organizations (CBOs), with the
remainder going to City projects. There is a 15 -percent Public Service Cap on the overall allocation for
2016-17.
The distribution of funds will be as follows:

A Notice of Funding Availability (NOFA) and Application Workshop was advertised and held on
December 1, 2015. Community-based organizations from throughout our service area, which include
past and current CDBG applicants, were invited and encouraged to attend. The application period began
December 8, 2015 and concluded February 10, 2016. A total of 10 applications from community-based
organizations and outside agencies were received during that period, requesting a total of $199,582.
Those 10 applications were then evaluated with a grading/scoring matrix that is intended to provide a
standard of measurement to allow for an empirical rating of applicants. Each application is rated on a
base grading scale that allows a maximum of 100 points.

For the 2016-17 application process, up to 30 additional bonus points could be awarded based upon the
following criteria:
Not Funded in 2015-16. For those applicants that submitted an application for CDBG Funding in
2015-16 that met the eligibility threshold and did not receive funding due to a lack of funding
availability, 10 bonus points were awarded.
RCAP/ECAP Target Area. If the proposed program/project in this 2016-17 CDBG application will
provide specific benefit to aid the residents in the neighborhoods identified as Racially/Ethnically
Concentrated Areas of Poverty (RCAP/ECAP), up to 10 bonus points were awarded.
Consolidated Plan Priority Goals. If the proposed program/project in this 2016-17 CDBG
application met any of the following priority goals identified in the 2014-2018 Consolidated Plan,
up to 10 bonus points were awarded:
o Foster the development and preservation of fair and quality housing choices for residents
of all income levels throughout the community.
o Expand financial opportunities for lower-income individuals and families.
o Build capacity and leadership in marginalized communities.
o Improve access to social services.
A detail of those CBO funding requests and their related scores are attached as Exhibit A.
Current CDBG Projects
The following is a list of CDBG-funded projects from 2013-14, 2014-15 and 2015-16 that are scheduled
to proceed in 2016-17:
• 13.11 Kofu Park ADA Improvements ($40,000)
• 14.11 Alley Drainage Improvement ($125,000)
• 14.12 Hutchins Street Square — North Entrance ADA ($146,000)
• 15.02 Hutchins Street Square — North Entrance ADA ($143,000)
• 15.04 Blakely Park Restroom Demolition ($25,000)
• 15.05 Cherokee Lane ADA Improvements — Phase 1 ($75,000)
Due to this volume of projects in the coming year, we are not making any recommendations for additional
funding in 2016-17 to either ADA Improvement or Alley Drainage Improvement projects. Funding for
those projects can and likely will continue in 2017-18, providing that project sites and the appropriate
scope of work have been identified and that the projects are ready to proceed at the time that funding is
being allocated. This is the same criteria that we apply to CBO projects and it will allow us to ensure the
timely expenditure of CDBG funding. HUD staff routinely reminds jurisdictions that timely expenditures
are required to maintain eligibility for future CDBG funding.
CDBG regulations state that a grantee is considered to be timely, if 60 days prior to the end of the
grantee's program year, the balance in its line -of -credit does not exceed 1.5 times the annual grant. We
are currently at 1.77 our annual allocation and will be expending approximately $164,000 by May 1, 2016
in order to maintain compliance with this regulation.

City Projects/Services for 2016-17
The funding recommendation will include the following two City Public Service activities:
• Graffiti Abatement
o Funding for the City's costs for abatement of graffiti within the CDBG "Target Area" made
up of census tracts that have a low-income population that exceeds 51 percent.
• LodiGRIP — Gang Reduction Intervention Prevention Program
o Funding will cover a variety of small vendor services for our at -risk youth such as tattoo
removal, substance abuse/anger management counseling, etc.
In addition to funding for the City's Public Service activities, we are also recommending a set-aside of
funding for the following affordable housing program activities that will address some of the unmet priority
needs from our 2014-2018 Consolidated Plan. HUD fully expects that projects and programs designed to
address these priority housing needs will be funded at some point during the 5 -year Consolidated Plan
period. The current backlog of City projects from previous program years allows us the best opportunity
to satisfy these requirements.
CBO Affordable Housing Project
o The Salvation Army is currently working on receiving a donated single-family dwelling that
is vacant and in need of extensive rehabilitation before it can be utilized as a much-
needed transitional housing site. In the event that the acquisition of the property for the
proposed Salvation Army project does not go through, the funding could be made
available to Habitat for Humanity or another eligible CBO, or reallocated to an eligible City
project or program to ensure the timely expenditure of funds.
• Housing Rehabilitation/Emergency Repair Program
o The Neighborhood Services Division will offer seniors and low-income homeowners
assistance with emergency repairs and modest housing rehabilitation activities. Small
amounts could be made available as grants for emergency repairs, while rehabilitation
projects would be offered as low-interest loans.
+ Down Payment Assistance Loan Program
o The Neighborhood Services Division will offer low-interest loans to qualified, low- to
moderate- income, first-time homebuyers anywhere in the city.
2016-17 CDBG Funding Recommendations
For planning and administrative activities, an allocation of $122,791 (20 percent of the CDBG allocation)
is recommended to cover the costs of managing the CDBG Program and provide fair housing counseling
services provided by San Joaquin Fair Housing. The remaining funding recommendations are grouped
into the following categories: Affordable Housing Set -Aside, City service programs, CBO projects, and
CBO service programs.
Funding recommendations for these categories are listed as follows, with additional detail on applicants
and recommendations in Exhibit A (Summary/Ranking of Applications Received), Exhibit B (City
Projects/Programs) and Exhibit C (City Manager's Recommendations).

In addition to the allocation of 2016-17 CDBG funding from HUD, we are recommending the amendment
of our 2015-16 Annual Action Plan to allow for the reallocation of CDBG funds to City projects to allow for
the timely use of the funds.

Reallocation Descriptions:
The reallocation to the existing Alley Drainage Improvement Project will supplement the current project
and may also provide the funds necessary for the site selection, advance survey and design for the next
alley project. The funds became available for reallocation when the Library Board decided not to use
CDBG funding for their project.
The reallocation to the existing Cherokee Lane ADA Improvement Project will supplement the current
project and allow for more sites to be included in this phase of improvements. The funds became
available for reallocation due to the fact that the Zupo Field ADA Bleacher project does not have
sufficient funding to proceed at this time. It will remain on the list of future projects until all funds are
available.
The reallocation to a new 2015-16 project for Kofu Park ADA Improvements will supplement existing
Project 13.11. A revised scope of work on that existing project has increased the Engineer's estimated
cost from $40,000 to $70,000. A new 2015-16 project is necessary as we are not allowed to reallocate
funding from 2015-16 to the earlier 2013-14 program year. The funds became available for reallocation
due to the fact that the Church Street Parking Lot ADA Improvement project does not have sufficient
funding to proceed at this time.
Next Steps
Upon completion of the initial public hearing, the Draft 2016-17 Annual Action Plan will be available for
public review and comment beginning April 4, 2016 until it is brought back to Council for final approval at
a public hearing on May 4, 2016. The adopted Consolidated Plan document must be submitted to HUD
no later than May 15, 2016 in order to receive funding beginning July 1, 2016.
FISCAL IMPACT: CDBG are federal funds. Capital improvements allow for maintenance
costs to be reduced. Administration costs are paid via a 20 -percent set-
aside of the grant funds.

Women's Center -Youth & Family Services (WCYFS) Lodi Office serves victims of
domestic violence and sexual assault from the Lodi area. The Lodi Office is centrally
located at 29 South Washington Street in Lodi, and is easily accessible by public
transportation. Domestic violence victims from the Lodi area are also served by DAWN
(Directions for Abused Women in Need), an undisclosed shelter for battered women and
their children located in Stockton.

Continuation of project at 719 S. Washington, a six -unit apartment complex owned and
operated by the Housing Authority. The Housing Authority is proposing to use the funding
to install a washer and dryer connection, which includes a wall vent and drain hose and
repair the storm drain in the parking lot to prevent ponding and back up. The storm drain
will require removing approximately fifteen feet of driveway to overhaul the storm drain for
proper drainage.

Foundation
Grace and Mercy operates a food bank and cafe. Their aim is to provide cooked,
nutritional lunches to those in need twice weekly, as well as, food bags with fresh
produce, dairy, and special dietary items three times a week. Last year they were
awarded CDBG funding to begin ADA improvements to the site and buildings. Total costs
will exceed the 2015-16 allotment, so the work will be done in phases. They are seeking
additional funding to complete the upgrades.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE DRAFT
2016-17 ANNUAL ACTION PLAN FOR THE FEDERAL COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM AND THE AMENDMENT OF
THE 2015-16 ANNUAL ACTION PLAN
WHEREAS, the Department of Housing and Urban Development (HUD) has
determined that the City of Lodi, California, is entitled to Community Development Block
Grant (CDBG) as an entitlement community for fiscal year 2016-17 Federal allocation;
and
WHEREAS, the City of Lodi has been notified that the 2016-17 CDBG allocation
is $613,959; and
WHEREAS, the City of Lodi has held, with proper notification, a public hearing at
the City Council meeting of March 16, 2016, to receive comments and proposals from
the public regarding the projected use of CDBG funds and provided the public with
adequate information concerning the amount of funds available for community
development activities, the range of eligible activities, and other important requirements;
and
WHEREAS, the City of Lodi, California, has received public input regarding the
proposed use of CDBG funds; and
WHEREAS, staff therefore recommends the following allocations:

WHEREAS, the City has identified two existing projects and one new project in

• Project 15.16 (New Project) Kofu Park ADA Improvements ($29,943)
WHEREAS, the reallocation of funds requires an amendment of the 2015-16
Annual Action Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve the draft Annual Action Plan which includes the recommended
2016-17 Federal allocations of CDBG funds to the projects recommended by staff in the
amount of $613,959 as indicated above; and
BE IT FURTHER RESOLVED that the City Council does also approve the
amendment of the 2015-16 Annual Action Plan to accommodate the aforementioned
reallocations.

Dear Lodi City Council:
Thank you for providing the opportunity to express my
point of view and be a part of success and development of
this community.
I would like this program to fund low income home owners
to repair their properties. I have had been a long resident of
an ally home and whenever it rained water pooled in my
yard, thus damaging my property.
I could not have afforded to fix the damage due to my
limited income, which leaves my home in ugly shape. Also
the money needs to go on repairing our streets, allies and
lowering the cost of Lodi utilities.
Taking these steps will make the city look more unified,
pleasant place to live and raise our families and will tackle
segregation that we see very obvious.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, March 16, 2016 at 7:00
p.m. or as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine
Street, Lodi, CA 95241 in order to consider the Community Development Block Grant (CDBG) Program
2016/17 Annual Action Plan development process, an amendment to the 2015/16 Annual Action Plan
(AAP) and to receive input regarding community needs and funding priorities. The City will receive
$613,959 in CDBG funds for 2016/17.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or
blight, or serve an urgent need. Eligible activities include property acquisition, public improvements,
housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City has developed an
Action Plan that describes the activities proposed to be funded in 2016/17. The Action Plan generally
describes how the City will utilize program funds for eligible activities during the fiscal year. The Action
Plan can be amended as needed to reallocate funds to housing and community development activities.
Planning documents will be made available to the public for at least 30 days before adoption by the City
Council. The documents are anticipated to be released on April 4, 2016 for public review and comment.
An additional public hearing will be held on Wednesday, May 4, 2016 for review and adoption of the
Annual Action Plan.
The purpose of this public hearing will be to give citizens an opportunity to make their comments known
regarding community needs and potential activities to be funded under the CDBG Program. If you are
unable to attend the public hearing, you may direct written comments to the City Clerk, City of Lodi, PO
Box 3006, Lodi, CA 95241, or you may telephone (209) 333-6711. In addition, information is available
for review at Lodi City Hall (221 West Pine Street) between the hours of 8:00 a.m. and 5:00 p.m. on
weekdays.

CON LA PRESENTE SE NOTIFICA que una audiencia publica se Ilevara a cabo el Miercoles, 16 de marzo 2016 a las
7:00 pm o tan pronto como el asunto podra ser oido, en el Consejo de Camaras de la ciudad de Lodi, 305 West Pine
Street, Lodi, CA 95241 a fin de considerar el proceso de desarrollo (CDBG) Plan de Accion del Programa Anual 2016/17
de Community Development Block Grant, y una enmienda al Plan de Accion Anual 2015-16 (AAP) y recibir aportaciones
en relacion con las necesidades de la comunidad y las prioridades de financiacion. La Ciudad recibira $ 613,959 en
