AGENDA TITLE: Professional Services Contract for Graffiti Abatement Software
MEETING DATE: April 2, 1997

RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a
professional services contract with The MIS Department for the
development of a graffiti tracking system for our Graffiti Abatement
Program.
BACKGROUND INFORMATION: The Municipal Service Center staff needs a database program to
maintain and compile data for the Graffiti Abatement Program. This
database will track incidents, abatement costs, and property owner
releases for the City's Graffiti Abatement Program. It will also be
capable of providing a base for future databases used in tracking sidewalk repair; street repair costs;
water/wastewater inventories; tree planting, maintenance and removal; employee time tracking; building
maintenance and repair; equipment maintenance and repair; etc. This application will be developed for
compatibility with any future systems the City decides to develop or purchase.
Four software programming providers were contacted for proposals: Tri Pacific Consulting,
North West Computer, Computer Utilization, and The MIS Department. The MIS Department's proposal
most effectively addresses the requirements outlined by staff, which include system design and program
development customized to the City's needs, installation and delivery of software, implementation
planning and initial clerical training, development of a user guide, and on-going maintenance and support.
As a full-service company, The MIS Department would provide continuous support to ensure the
effectiveness of the City's investment.
This proposal has been reviewed by the Information Systems Coordinator.
