BACKGROUND INFORMATION: A public hearing is required as part of the federal requirements of the Community Development Block Grant (CDBG) program. The Annual Action Plan provides a detailed description of each activity proposed as well as the City's CDBG budget for the 2015/16 fiscal year. The Draft Annual Action Plan was reviewed and approved by the City Council on April 1, 2015 and then made available for public review and comment from April 6th through May 6th. Any public comments received during that 30 -day period, and any supplemental information required for the Annual Action Plan document will be provided at the May 6th Public Hearing. The adopted Action Plan document must be submitted to HUD no later than May 15, 2015 in order to receive funding beginning July 1, 2015. FISCAL IMPACT: Not applicable. As a recipient of Community Development Block Grant (CDBG) funding, the City has developed an Action Plan that describes the activities proposed to be funded in 2015-16. The Action Plan generally describes how the City will utilize program funds for eligible activities during the fiscal year. The Action Plan can be amended as needed to reallocate funds to housing and community development activities. Planning documents are available to the public for at least 30 days before adoption by the City Council. Those documents were released on April 6, 2015 for public review and comment. The public hearing on Wednesday, May 6, 2015 will be for the review and adoption of the Annual Action Plan and to give citizens an opportunity to make their comments known regarding community needs and potential activities to be funded under the CDBG Program.
