Certifying Availability of $15,200 in Measure K Funds for Local Match for Bicycle
Lane Account (BLA) Project Application

RECOMMENDED ACTION: That the City Council adopt the attached resolution certifying the
availability of $15,200 in Measure K funds to be used for the ten percent
local match required for the Bicycle Lane Account (BLA) application
submitted to construct a bicycle and pedestrian path along the
Century Boulevard alignment across the Southern Pacific Railroad tracks. Use of funds will depend on
approval of project by Caltrans and the Public Utilities Commission.
BACKGROUND INFORMATION: Due to the indefinite delay in the construction of the grade -
separated crossing on Century Boulevard at the Southern Pacific
Railroad crossing, Traffic Engineering staff recently submitted an
application to construct a bicycle and pedestrian path along the
Century Boulevard alignment to provide access and promote bicycle use by residents in the southeast
portion of the city. The project consists of constructing a 12 -foot wide illuminated asphalt concrete path,
extending from Church Street to Stockton Street, which will be equipped with crossing gates at the
railroad tracks (Exhibit A). Although Class II bicycle lanes will be installed when Century Boulevard is
constructed, this project will support the goals set by the Bicycle Transportation Master Plan in the interim.
Projects submitted for funding under the BLA program require that local agencies provide a resolution
certifying the availability of local funds for a minimum of ten percent of the total project cost. With the
total project cost being $152,000, the local match would be $15,200, all of which would be from the
City's allocated share of Measure K bicycle program funds. Caltrans will notify the City in July if our
application is approved for funding.
Community Development staff has determined that the proposed project is exempt from the requirements
of the California Environmental Quality Act (CEQA) pursuant to Section 15061 b-3 of said Act.

RESOLUTION NO. 97-41
A RESOLUTION OF THE LODI CITY COUNCIL
CERTIFYING THE AVAILABILITY OF $15,200 IN MEASURE K
FUNDS FOR LOCAL MATCH FOR BICYCLE LANE ACCOUNT (BLA)
PROJECT APPLICATION
WHEREAS, due to an indefinite postponement in the construction of a grade
separated crossing on Century Boulevard at the Southern Pacific Railroad crossing, staff
has recently submitted an application to construct a bicycle and pedestrian path along the
Century Boulevard alignment to provide access and promote bicycle use for residents in
the southeast portion of the City; and
WHEREAS the project consists of constructing a 12 -foot wide illuminated asphalt
concrete path extending from Church Street to Stockton Street which will be equipped
with crossing gates at the railroad tracks; and
WHEREAS, although Class II bicycle lanes will be installed when Century
Boulevard is constructed, this project will support the goals set by the Bicycle
Transportation Master Plan in the interim; and

WHEREAS, the total project cost is $152,000, the local match would be $15,200,

WHEREAS, Caltrans will notify the City of Lodi in July, 1997 as to whether our
application has been approved for funding; and
WHEREAS, Community Development staff has determined that the proposed

(CCEQA) pursuant to Section 15061 b-3 of said Act; and
WHEREAS, staff recommends that the City Council certify the availability of
$15,200 in Measure K Funds for local match for Bicycle Lane Account (BLA) Project
Application; and
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby certifies
the availability of $15,200 in Measure K Funds for local match for Bicycle Lane Account
(BLA) Project Application dependent upon the approval of the City application for funding.
