AGENDA TITLE: Traffic Resolution Amendment - Intersection Control, Sunset Drive at Walnut Street

RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 2(C) of
Traffic Resolution #87-163 by approving the conversion from yield signs
to stop signs on Sunset Drive at Walnut Street (Exhibit A).
BACKGROUND INFORMATION: The intersection of Sunset Drive and Walnut Street has been studied
based on citizens' concerns and a relatively high accident rate per the
Department's Intersection Study List. Currently, Sunset Drive traffic is
controlled at the intersection by yield signs and Walnut Street traffic
is not controlled. The speed limit on both streets is 25 miles per hour. Traffic volumes on Sunset Drive
and Walnut Street are 275 and 670 vehicles per day, respectively. Available accident reports indicate
there have been four accidents occurring at this intersection within the past four-plus years, from 1993 to
the present. All of these accidents involved drivers northbound on Sunset Drive failing to yield to
vehicles on Walnut Street.
DISCUSSION/RECOMMENDATIONS: At low volume intersections, the Department's informal guidelines
are used to determine whether yield or stops signs are appropriate. These guidelines consider traffic
volumes, accident history and, when necessary, the determination of the safe approach speed to the
intersection. Based on these guidelines, the safe approach speed calculations were performed. The
results of the calculations indicate that, based on expected vehicle speeds on Walnut Street, the
installation of stop signs on Sunset Drive should reduce accidents at this intersection. Based on these
factors, staff recommends City Council approve the conversion from yield to stop signs at this intersection.
FUNDING: Funding to remove and replace signs and painted legends from the Street Maintenance
Operating Budget at an approximate cost of $500. Funding available 0 1&—

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE CONVERSION FROM YIELD SIGNS TO
STOP SIGNS ON SUNSET DRIVE AT WALNUT STREET
AND THEREBY AMENDING TRAFFIC RESOLUTION NO. 87-163
WHEREAS, a study has been prepared based on concerns expressed
related to a relatively high accident rate per the Department's Intersection Study
List; and
WHEREAS, Sunset Drive traffic is currently controlled at the intersection by
yield signs and Walnut Street traffic is not controlled.
BE IT RESOLVED, that the City Council of the City of Lodi does hereby
approve the conversion from yield signs to stop signs on Sunset Drive at Walnut
Street;
BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-
163, Section 2(C) "Stop Intersections" is hereby amended by the conversion from
yield signs to stop signs on Sunset Drive at Walnut Street.
