HomeMy WebLinkAboutAgenda Report - April 2, 1997 (64)CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Purchase of Mobile Data Communications System for the Police Department ($526,149.00) MEETING DATE: April 2, 1997 SUBMITTED BY: Chief of Police RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the purchase and installation of Phase I of the Police Department's Mobile Data Communications System from Motorola in the amount of approximately $260,000. It is further recommended that City Council authorize the Department to purchase equipment and installation services under Phases 2, 3, and 4 of the project, (see Attachment A for detail and time line for Phases 1 through 4), provided the costs for Phases I through 4 do not exceed $526,149.00 of the Federal Crime Bill Grant previously awarded. BACKGROUND INFORMATION: On August 14, 1996, the City Council autorized advertisement for bids for the purchase of Motorola Mobile Data Computers and Radio Infrastructure as specified in the Federal Crime Bill Grant awarded to the Lodi Police Department. Requests for Proposal were mailed to seven companies expressing an interest in this project. Due to the complexity of the system, the proposal due date was extended twice, from November 13, 1996 to January 15, 1997, then to February 24, 1997. Two companies submitted proposals for the project: Motorola, Inc. of Rocklin, California, submitted a proposal for the hardware portion, and PSI International of Fairfax, Virginia submitted a proposal for the software. Under Phase 1 of the project, the Motorola Radio Infrastructure, including base station, controller, repeater, antenna and wiring, will be installed (Phase 1 is expected to take about 12 weeks to complete). Installation of the message switch software, expected to be provided by PSI International, will be completed during Phase 2. Phase 3 will involve the purchase and installation of the mobile data devices, and Phase 4 is the installation of the reporting software for the mobile units. FUNDING: Funding has been obtained under the Community Oriented Policing - Making Officer Redeployment Effective (COPS -MORE) Federal Grant of $368,30, and the City Council has previously approved the City Match of $157,8V. Reporting Software Phase 1: Radio Infrastructure: Motorola Base Station, Controller, Repeater, Antenna, Wiring Phase 2: Message Switch Software: Connection to CLETS and Criminal Justice Information System Phase 3: Purchase and Installation of 20 Mobile Data Devices (Portable Computers) for patrol units Phase 4: Purchase, Installation and Testing of Reporting Software for Mobile Units RESOLUTION NO. 97-36 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PURCHASE OF MOBILE DATA COMMUNICATIONS SYSTEM FOR POLICE DEPARTMENT WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interests of the City to do so; and WHEREAS, the Police Department was recently awarded $526,149.00 from the Federal Crime Bill Grant for the purchase of Motorola Mobile Data Computers and Radio Infrastructure; and WHEREAS, Requests for Proposal were mailed to seven companies expressing an interest in this project. NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the sole source purchase and installation of Phase I of the Police Department's Mobile Data Communications System from Motorola in the amount of approximately $260,000; and NOW, THEREFORE BE IT FURTHER RESOLVED, that the City Council hereby approves the sole source purchase and installation services under Phases 2, 3 and 4 of the project provided that the costs for Phases 1 through 4 do not exceed $526,149.00 of the Federal Crime Bill Grant previously awarded.
