HomeMy WebLinkAboutAgenda Report - June 4, 1986 PH (6)SAN JOAQUIN COUNTY SOLID WAS'T'E PVuNAGEMENT PLAN CC -7 (b) Cr -54 CITY COUNCIL MEETING JUNE 4, 1986 Notice thereof having been published, an affidavit of publication being on file in the office of the City Clerk, Mayor Reid caller' for the Public Hearing to consider the San Joaquin County Solid Waste Managenent Plan. City Manager Peterson advised the Couicil that the Solid Waste Management and Resource Recovery Act of 1972 requires each County, in cooperation with the affected local jurisdictions, to prepare a ccuprehensive, coordinated solid waste management plan. State Administrative Code Section 17144 requires every city council to hold a public hearing or meeting prior to approving the plan by resolution. Mr. Tcxn Horton, the County's Solid Waste Manager was in attendance and presented an indepth report regarding the subject document and responded to questions regarding the matter as were posed by the Council. A very lengthy discussion followed with Council Member Pinkerton asking ti►at the record show his concern that if the plan was adopted, the County Hoard of Supervisors would dictate costs and fees. Numerous questions were directed to Mr. }ior+-on and to Staff regarding the matter. Following additional discussion, on motion of cbuncil Member Snider, Pinkerton second, Council continued the subject Public Hearing to the next Regular Council meeting and directed Public Works Director Ronsko to flag and highlight, for the benefit of the Council, all.paragraphs and pages within the subject document that are applicable to the City of Lodi. Peterson City Manager BACKGROUND INMRMATION: The Solid Waste Management and Resource County, Recovery Act of 1972 requires each iXI7 cooperation with the affected local jurisdictions, to prepare a ccuprehensive, coordinated solid_ waste management plan. The plan has-been prepared and copies were presented to 'meeting. the City Council at its regular of May 21, 1986. State Administrative Code Section 17144 requires every city council to hold a public hearing or meeting prior to approving the plan by resolution. A Mi. copy of the appropriate resolution is attached (Exhibit A). This plan constitutes an update of the originalplan adopted in 1979 #.� by the County follawing approval by the State Waste Management Board. The text of the Solid Waste Management Plan may be reviewed at the City Clerk's Office during regular business hours.
