called for the Public Hearing to consider the Hutchins
TO PINE STREET,
Street Improvement Project, Kettieman Lane to
LODI
Pine Street, Lodi.
The matter was introduced by Staff who explained
the purpose of the hearing, the approval and decision
process. A recap of the project and alternatives was
presented. Environmental concerns and responses
were addressed.
The r-:commendee. project was addressed and cost
comparisons were discussed as well as options with
minimal right -of -way acquisition.
Diagrams of the subject area were presented for
Council's perusal.
The following persons gave testimony on the matter:

There being no further persons wishing to give
testimony, the public portion of the hearing was
closed.
Petitions, signed by approximately 172 persons,
stating "We, the undersigned residents of Lodi, ask
the City Council to reject the proposed ..widening of
South Hutchins Street" were presentee; to the City
Council.
The full proceedings of this public hearing were
recorded by a qualified reporter and a complete
transcript of these proceedings are on file in the
office of the City Clerk.
A very lengthy discussion followed with several
motions pertaining to the sul-jeet imp,ovement project
failing to pass.
Following ad4itional discussion, on motion of Council-
man Hughes, McCarty second, Council, by unanimous
vote cer'Lified the adequacy of the Environmental
Impact Report of the subject project and adopted the
rec ommended project from Vine to Lodi Avenue as
presanted by Staff, with left turn pockets at Vine
and Tokay; provieing for 53 1/2' curb to curb - 65'
rigtit-of-way at Hutchins Street, Kottlernan - Rimby
Avenue:, and reaffirming that the 80' set back for
the entire street will remain.

Notes:
(1) "Cross section" refers to striping of travel lanes. Thus 41, means 4 lanes•, 2L. 2
lanes; and LT. left turn lane. Limited Parking means the outside lane would be used
for parking during off-peak hours. The "Interim" would be used until traffic
volumes required additional lanes.
(2) This width can be accomplished by removing the parkway on the east side. This is
the existing condition for the north 50 ft. at Pine St.
(3) If existing roll -type curb t gutter is replaced with square -type, it is recom-
mended that the minimum curb -curb distance be 56 ft. This will move the sidewalk
approximately one ft. closer to the residences.
4. Relocation of utilities may require acquisition of casements behind the
right-of-way.
5. Recommend the present sathack ordinance be retained to provide room if
additional widening is ever necessary.

Lodi City Council
Gentlemen.:
We, as home owners on South Hutchins Street, are deeply concerned
about the widening of the street.
I would like to list some of the reasons we think it would be
detrimental to the City and to the home owners.
A greater traffic hazard for the many children going to
and from this nice park.
I believe the majority of home owners are senior citizens,
and this would make hazardous conditions -for thern.
According to the Lnvironmental Report, many of our trees
would be destroyed. This would take away the beauty of the street,
take away lots of shade that many people enjoy, and I'm sure take
away some of the People's Life Dreams. The trees have grown older
and larger along with the people who planted thein.
It will take away the bU31ne3s from the little grocery
store on Hutchins and Kettleman.
There was a report of many accidents in the interjection
of Hutchins and Kettleman. We believe the traffic lights are to
blame for many of these. It seems odd t -he lights on Church
and Kettleman, on Ham and Kettleman and on West Lane and Century
Blvd. all have left turn signals, but why, on a State Highway and
Kettleman are there no left turn signals? If this is corrected,
we think there would be less accidents.
When Hutchins is busy, the people do NOT pass other cars
on the proper side, and as a result come right up to the edge
of our lawn3 to get around the car in front. If we were to lose
some of our front yard, they would almost come into our house.
I would like the City Council and Mr. Prima to come and
visit ug. Preferably +hen the weather is much warmer And during
a busy hour on Hutchins. Most of the tin,c! we must close our doors
and windows to carry on a conversation and to listen to our TV3.
With this Energy Crises, we cantt even open our doors to get a
breeze thru. What would we do if we ha:*e more lanes of traffic
and all of it was closer to our doors.
We thank you, and do hope the Council will consider some of these
things.

NOTICE OF PUBLIC HEARING BY THE CITY COUNCIL
OF THE CITY OF LODI REGARDING THE HUTCHINS STREET
IMPROVEMENT PROJECT, KETT-LEMAN LANE TO PINE
STREET, LODI, CALIFORNIA
NOTICE IS HEREBY GIVEN that at a regular adjourned
meeting of the Lodi City Council to be held on Wednesday,
March 10, 1982 at the hour of 8:00 p.m. or as soon thereafter
as the matter may be heard, the Lodi City Council will conduct
a public hearing in the Council Chambers, City Hall, 221 West
Pine Street, Lodi, California, regarding the Hutchins Street
Improvement Project, Kettleman Lane to Pine Street, Lodi and
to certify the Environmental Impact Report.
The projects include:
Reconstructing the pavement
Widening the street
Improving drainage
Acquiring right-of-way
Upgrading Kettleman-Hutchins traffic signal (work done
by State)
Information regarding this item may be obtained in the
office of the Community Development Director at 221 West Pine
Street, Lodi, California. All interested persons are invited
to present their views either for or against the above
proposal. Written statements may be filed with the City Clerk
at any time prior to the hearing scheduled herein and oral
statements may be made at said hearing.
