Modifications on Century Boulevard, Ham Lane to Church Street

RECOMMENDED ACTION: That the City Council adopt a resolution approving the parking
modifications to accommodate Class II bicycle lanes on
Century Boulevard as described below and shown on Exhibit A.
Modifications to time limit and height restrictions will require the
amendment of Sections 3B and 3C, respectively, of the traffic resolution #87-163.
Modification of unrestricted parking to no parking at any time
• Ham Lane to 340 feet east of Ham Lane (north side)
• 100 feet east of Scarborough Drive to Hutchins Street Frontage Road (north side)
300 feet east of Scarborough Drive to Hutchins Street (south side)
Modification of no -parking zones from 9 - 10 a.m. and 12:30 - 2:30 p.m. to no parking at any time
• Ham Lane to 230 feet west of Scarborough Drive (south side)
• 210 feet west of Scarborough Drive to Scarborough Drive (north side)
Modification of no -parking zone for vehicles 6 feet or more in height to no parking at any time
• Scarborough Drive to 100 feet east of Scarborough Drive (north side)
BACKGROUND INFORMATION: At the May 7 meeting, City Council approved plans and
specifications for the Century Boulevard overlay project and
authorized staff to advertise for bids. The project extends from
Ham Lane to Church Street and will be performed this summer.
Also at that meeting, staff indicated the striping would be modified and a plan denoting the changes
would be brought to Council for review. The changes include the installation of Class It bicycle lanes in
accordance with the City's Bicycle Transportation Master Plan (BTMP). Bicycle lanes are installed
concurrently with street maintenance projects to minimize costs. In order to accommodate the extra
width needed for the bicycle lanes, parking along portions of both sides of Century Boulevard will be
affected. The following review consists of existing land use and parking restrictions, factors considered
to determine no -parking areas, discussion and recommendation.
Land use on Century Boulevard between Ham Lane and Hutchins Street is residential, with
Tokay High School located along the north side just east of Ham Lane. Two churches exist on the
south side of Century Boulevard, one on each end of the street segment. All others uses are single
and multiple residential units. Parking along both sides of Century Boulevard from Ham Lane to
Scarborough Drive, with the exception of along the school frontage, is currently restricted between the
hours of 9:00 a.m. to 10:00 a.m. and 12:30 p.m. to 2:30 p.m., on school days only. This restriction was
enacted in 1994, due to students parking along Century Boulevard and Dartmoor Circle. Residents
displaying a valid permit for this area are exempt from this restriction. Finance Department records

indicate that only ten residences, all on Dartmoor Circle, have purchased parking permits. Parking
between Scarborough Drive and Church Street is currently unrestricted except for a six-foot maximum
height restriction on the north side of Century Boulevard from Scarborough Drive to 100 feet east of
Scarborough Drive. This restriction was installed in 1994, based on visibility problems for drivers
entering Century Boulevard from Scarborough Drive.
In determining where to remove parking between Ham Lane and Hutchins Street, staff considered
whether the buildings along Century Boulevard faced the street and the amount of available parking.
Along the south side of Century Boulevard, with the exception of four single-family residences just west
of Scarborough Drive, all other parcels have either the rear or the side of the building facing
Century Boulevard and/or have on-site parking. Tokay High School occupies the majority of frontage
along the north side of Century Boulevard. East of the high school to Hutchins Street are two
apartment complexes, both with on-site parking. The two locations within this segment that concerned
staff the most was parking for the four single-family residences facing Century Boulevard located on the
south side of the street and the school site on the north side. Although these areas of concern are
located on opposite sides of the street, since they are not directly across from each other, the proposed
striping was modified to accommodate both areas.
DISCUSSION/RECOMMENDATION: Although removing parking can be unpopular, the BTMP calls for
a Class II bicycle lane on Century Boulevard. Due to limited roadway widths in many areas, to
accomplish the goals of the BTMP, parking will be affected. Staff considered reducing the number of
through -travel lanes to two, separated by a two-way left -turn lane to eliminate the need to remove
parking; however, due to high peak hour volumes, it was determined that the existing four -lane
configuration should be maintained.
The potential for bicycle use on this segment of Century Boulevard from Ham Lane to Church Street is
favorable due to attractions such as the high school grounds, Beckman Park on the west end and
Century Park on the east end. Since most of the uses along Century Boulevard have on-site parking
and the striping layout addresses areas of concern, staff recommends that City Council approve the
parking modifications as shown to accommodate the Class II bicycle lanes.
FUNDING: Not applicable. Striping and signing to be include 'n the overlay project costs.

Any of the following conditions may warrant a multi -way STOP sign installation.
1. Where traffic signals are warranted and the need is urgent, the four-way stop is an interim measure that
can be installed quickly to control traffic while arrangements are being made for the signal installation.
