NO. 86-37 PM and 6:00 AM Every Calendar Day of the Year, which would allow unlimited street parking in the subject area OC -48 (h) when a residence is involved. The matter was introduced by Public Works Director Ronsko who gave a brief history regarding the matter and responded to questions as were posed by Staff. Mr. Vincent J. Tancreto, 6001 16th Street, Sacramento, spoke on behalf of the family's protest regarding the limited parking that is in effect on East Lodi Avenue on the south side of the street in the 200 block and the problems that are being encountered by residents of the subject area. Also addressing the Council regarding the matter were: :r. Mike English, 224 E. Lodi Avenue, Lodi Ms. Gloria Berry, 220 E. Lodi Avenue, Lodi There being no other persons wishing to speak on the matter, Mayor Hinc.`-iman closed the public portion of thei. hearing. Following discussion, on motion of Council Member Snider, Reid second, Council adopted Resolution No. 86-37 modifying Resolution No. 85-141 by removing the restricted parking in front of the parcels located at 232, 234, and 235 E. BACKGROUND INFORMATION: At the October 2, 1985, Council meeting, the City Counc H adopted a resolution for a 'No Parking" zone on the 200 block of East Lodi Avenue (see attached Council Communication). Vincent Tancreto, a homeowner of 234 E. Lodi Avenue would like the "No Parking" zone limits i changed as stated in the attached letter. Based on the letter from Tancreto, discussion with the owner of 236-E. Lodi Avenue business, and the previous petition, it appears that east of 224 E. Lodi Avenue there are: (1) unit in favor of no parking, (5) units against no parking, (1) unit vacant. If Council wishes to consider modifying the parking zone limits, staff recom- mends a future meeting date be set and the appropriate people of the 200 block ofE.Lodi Avenue be notified. 01 `oa ck L. Resolution No. 85-141 reads in full as follows: RESOLITIION DESIGNATING STANDING OR PARKING RESTRICTIONS ON THE 200 BLOCK OF EAST LODI AVENUE BETWEEN THE HOURS OF 9:00 P.M. and 6:00 A.M. EVERY CALENDAR DAY OF THE YEAR WHEREAS, the City Council cf the City of Lodi on June 2, 1982 adopted Ordinance No. 1262 entitled, "An Ordinance of the City Council of the City of Lodi amending Article V (Stropping, Standing and Parking) of Chapter 14 (Motor Vehicles and Traffic) of the Lodi City Code". WHEREAS, Ordinance No. 1262 provides that the City Council, by resolution, shall designate standing or parking restrictions within the City of Lodi, and the City Engineer shall be authorized to erect signs, or curb markings in areas so designated by resolution of the City Council of the City of Lodi. WHEREAS, the City Council of the City of Lodi held a Public Hearing on October 2, 1985 to consider the adoption of a Resolution as provided in Ordinance No. 1262 designating standing or parking restrici:ions within the City of Lodi as it pertains to the 200 Block of East Lodi Avenue. NOW, THEREFORE, .BE IT RESOLVED, that the City Council of the City of Lodi does hereby designate standing or parking restrictions on the 200 Block of East Lodi Avenue between the hours of 9:00 p.m. and 6:00 a.m. every calendar day of the year. PETERSON, City Manager Id September 24, 1985 Request for Litaited Parking on 200 Block Lodi Avenue RECOMMENDED ACTION: That the City Council hear the concerns of the residents In the 200 block of Lodi Avenue and take the appropriate action. BACKGROUND INFORMATION: in August 1985, the City Council received the attached request from some res dents in the 200 block of East Lodi Avenue which asks for a No Parking" zone between the hours of 9:00 P.M. and 6:00 A.M. Also attached Is a rasp showing the land use of the parcels in this subject area. In 1982, the City Council adopted Resolution 82-70 (see attached exhibit) which established a "No Parking" zone on Lodi Avenue between Hutchins and Stockton Street between the hours of 9:00 P:M. and 6:00 A.M. The subject request is asking the City Council to extend this existing "No Parking" zone easterly one block. it is understood that the problem is with teenagers parking their cars in this area, loud noise coming from their radios and the depositing of trash on the public streets and sidewalks. The petition received indicates that not all of the residents of the 200 block are In favor of this "No Parking" extension. The attached mop also indicates which properties have no objections to the requested parking restriction. The people living in the area and doing business in the area have been notified of this hearing and will be at the Council meeting ex- plaining in detail their problems and concerns. This letter is written on behalf of the Estate of Mary Tancreto to proteQt the limited parking that is in effect at East Lodi Avenue on the South Side of the street in the 200 Block. The Tow Away sign is planted on the Northeast Corne: of the property at 234 and 2341 East Lodi Avenue and specifies that parking is prohibited between 9 p.m. and 6 a.m. It is my understanding that the A and W Company was instrumental in getting this ordinance passed because street parking on certain nights in front of the premises affected their business. The residence at 234 and 2342s which is a duplex, is at the very least a half block from A and W and it is inconceivable that it should be involved at all. Consider that this property has no driveway in front or in the rear, residents could not leave a car in the street after 9 p.m. If there were guests visiting or even spending the night, it would place the resident in the awkward position of asking the guests to leave or park elsewhere. There are times when members of my family meet here and even spend the night. They certainly should be entitled to park in front of the house where they can keep an eye on their respective cars. The only alternative would seem to be to drive over the gutter and park on the front lawn. At the time that the Notice of Hearing was probably mailed to property owners of the area my mother, who resided in the front apartment, was seriously ill and was in no condition to consider your notice or attend a hearing. She was alternately in the hospital and convalescent hospital until her death on July 9, 1985. The notice probably went out with all the junk mail that came in the mail everyday. I assure you that if I or my brother or sisters had known of the hearing, at least one or possibly all of us would have been in attendance to protect the effect it would have on residents of the duplex. The heirs to this property, which was purchased in 1916 by our parents Angelo and Mary Tancreto, and on which taxes have continuously been paid for at least 70 years, do hereby petition the Lodi City Council to modify the parking ordinance to make it more palatable and more equitable by allowing unlimited street parking where a residence is involved. w ` If the City Council will make this matter a part of the agenda of a future meeting, it is our wish to he notified of the date and time of the meeting as we wish to he in attendance.
