Hearing on the Draft County hazardous; 1daste `lanagement
Plan.
BACKGROUN1): The County Iia n_rdous tdaste ;`lanagement. Plan has
been developed with City of I,(Ai input pursuant to A3 2948.
Mr. Gorden Lillis of the County Public Works Department -
ill be present to make a presentation of the Plan and to
answer any questions you may have.
The m -i ;ori ty of the impacts this Plan will have on the
City are positive in nature. There are some, however,
which will require man hours from various City departments
Some of these are as follows:
Create County and City ordinances requiring that: all
new firms that generate hazardous wastes implement a
waste reduct-ion program as a condition for receiving
a permit..
Consider having the County and the cities develop a
model ordinance covering transportation of hazardous
wastes on local streets. Consider appr.opri.ate
routing for hazardous waste management vehicles.
Consider develvpin County and City aboveground tank
ordinances.
Consider having County and cities implement an
ordinance that requi.res performing environmental
assessments on agricultural and industrial properties
that are being rezoned for residential use.
Incorporate the hazardous ktaste Management Plan into
the City General Plan and adopt necessary ordinances.
Consider requiring al new businesses that generate
hazardous wash to apply for a Conditional Ilse
Permit .
Provide informational handouts for the public that.
stress the concept of "reduce", "reuse", and
"recycle".
Providing of additional. training.
Education of the business community.
The Summary of al -1 Recommendations beginning on page 4-9
provides a good review of these potential impacts.

Enclosed are eight copies of the Draft County Hazardous Waste
Management Plan, CHWMP, to be distributed to your office, City
Council members, the Public Works office, and the City Clerk's
office. If you need additional copies, please contact the county
Solid Waste office at 468-3066.
On March 31, 1988, eight copies were submitted to the California
Department of Health Services which will review the Draft CHwMP
to determine if the Plan conforms with the Tanner Act (AB 2948).
Comments concerning its review will be returned to the County by
June 30, 1988.
Copies of the Draft Plan have also been distributed to the fol-
lowing departments and concerned organizations for review and
conunen t =

Public Hearings on the Draft CHWMP will begin in May and continue
through the month of June. It is requested that each city hold a
'_public :-searing concerning the Plan during the month of May.
Members of Ccanty staff will oe available to make presentations
and answer questions at the Public Hearings. A public notifica-
tion is required to 'Ce submitted to a local newspaper ten days
prior to the Public Hearing. Please furnish us with proof of
publicati-on- . -The Board of Supervisors will also hold a Public
Hearing.
Due to the size of the Appendix, which contains mostly reference
data, the Appendix bas Seen omitted from distribution at t n i s
' time. Copies of the Appendix will be available at the County
Solid Waste office.
Please review the Draft CHWMP and submit your comments and ques-
tions in writing to Gordon Lillis, Coordinator of CHWMP, P. O.

1. Direct your comments and questions to specific chapters
and page numbers.
2. Do not concern yourself with "typos" or grammatical
errors. But if there is ambiguity or a question as to
content or policy, by all means bring it to our attention.
3. Return all comments to Gordon Lillis by April 25, 1988.

want to "flag" pages that you eornmented on so you can
refer to them during the Public Hearings,
There have been over 90 participants in developing the Hazardous
Waste Management Plan for San Joaquin. County. This has resulted
in an extensive planning effort and, hopefully, a good Hazardous
Waste Management Plan.

HAZARDOUS )WTE MANAGEMENT PLAN
NOTICE IS HEREBY GIVEN that the City Council of the City of Lodi will hold a
Public Hearing on the matter of review cf the Draft County of San Joaquin
Hazardous Waste Management Plan pursuant to Assembly Bill 2948 in the Chambers
of the City Council, 221 West Pine Street, Lodi, on May 18, 1988, at the hour
of 7:30 p.m. Copies of the Draft County of San Joaquin Hazardous Waste
Management Plan are available for public inspection in the City Clerk's office,
221 West Pine Street, Lodi, Monday through Friday, from 8:00 a.m. to 5:00 p.m.,
and at the Lodi Public Library, 201 West Locust Street, Lodi, during its
regular hours.
