SUBJECT. SET PUBLIC HEARING FCR JUNE 6, 1990 PURSUANT TO GOVERNMENT CODE SECTION 5700 ET

WOODBRIDGE WATER USERS CONSERVATION DISTRICT

RECOMMENDED ACTION: Council adopt Resolution No. 90-80 - Resolution directing the City
Clerk, pursuant to State of California Government Code Section 5700
et. seq., to set a public hearing for Wednesday, 7:30 p.m., June 6,
1990, to consider the Sunwest Plaza Reorganization including
annexation to the City of Lodi and detachment from the Woodbridge Fire
District and the Woodbridge Water Users Conservation District (Exhibit
A).
On March 13, 1990, the above entitled proposal was intitiated by petition of property
owners and on March 13, 1990, the Executive Officer of LAFCD certified the application
filed for processing in accordance with the Local Government Reorganization Act.
Following a public hearing regarding the matter held on April 27, 1990, the Local Agency
Formation Commission of San Joaquin County determined and ordered the following:
1. The Environmental Impact Report adopted by the City of Lodi as lead agency has been
reviewed and considered, and a statement of overriding considerations is hereby
adopted.
2. The above entitled reorganization is approved subject to the terms and conditions
contained herein.
3. The boundaries are hereby approved, said boundaries being set forth in Exhibit A
4. The affected territory is uninhabited.
5. The City of Lodi is designated as the conducting authority and the City Council is
authorized to initiate proceedings for uninhabited reorganization in accordance with
Section 5700 et. seq. of the Government Code.
Attached is a copy of Resolution No. 782 before the Local Agency Formation Commission of
San Joaquin County - Resolution Approving the Sunwest Plaza Reorganization (LAFCO 6-90)
Including Annexation to the City of Lodi and Detachment from the Woodbridge Fire District
and the Woodbridge Water Users Conservation District (Exhbit B).

We hereby transmit a certified copy of this Commission's Resolution
No. 782 approving the above entitled proposal and authorizing the
City of Lodi to conduct subsequent proceedings.
Upon successful completion of subsequent proceedings, your agency
must request that LAFCo execute and file a Certificate of
Completion and Statement of Boundary Change. Such request must be
accompanied by six certified copies of your resolution ordering
the boundary change and a check payable to the State Board of
Equalization covering its filing fee.

BEFORE THE LOCAL AGENCY FORMATION COMMISSION OF SAN JOAQUIN
RESOLUTION APPROVING THE SUNWEST PLAZA REORGANIZATION (LAFC 6-90)
Including Annexation To The City Of Lodi And Detachment From
The Woodbridge Water Users Conservation District And The a
Woodbridge Fire District
WHEREAS, the above sntitled proposal was initiated by petition
of property owners, and on March 13, 1990, the Executive Officer
certified the application filed for processing in accordance with
the Local Government Reorganization Act; and,
WHEREAS, the Commission held a public hearing on the proposed
reorganization on April 27, 1990, in the Board of Supervisors
Chambers, County Courthouse, pursuant to notice of hearing which
was published, posted and mailed in accordance with State law; and,
WHEREAS, at said hearing the Commission heard and received
evidence, both oral and documentary, submitted in favor of and in
opposition to the proposed reorganization and all persons
present were given and opportunity to he heard.
N:)N THEREFORE, the Local Agency Formation Commission of San
Joaquin County DOES HEREBY RESOLVE, DETERMINE, AND ORDER as
follows:
Section 7. The Environmental Impact Report adopted by the
City of Lodi as lead agency has been reviewed and considered, and
findings of fact and a statement of overriding considerations
are hereby adopted.
Section 2. The above entitled reorganization is approved
subject to the terms and conditions contained herein.
Section 3. The boundaries are hereby approved as amended,
said boundaries being set forth in Exhibit A.
Section 4. The affected territory is uninhabited.
Section 5. The City of Lodi is designated as the conducting
authority and the City Council is authorized to initiate
proceedings for uninhabited reorganization in accordance with
Section 57000, et seq. i' the Government Code.

WHEREAS, the above -entitled proposal for the Sunwest Plaza
Reorganization, including annexation to the City of Lodi and detachment
from the Woodbridge Fire District and the Woodbridge Water Users
Conservation District was initiated by petition of property owners, and
on March 13, 1990, the Local Agency Formation Commission of San Joaquin
Executive Officer certified the application filed for processing in
accordance with the Local Government Reorganization Act; and
WHEREAS, following a public
hearing regarding the matter

Wednesday, June 6, 1990 at 7:30 p.m. to consider the Sunwest -Plaza
Reorganization including annexation to the City of Lodi and detachment
from the Woodbridge Fire District and the Woodbridge Water Users
Conservation District.
The subject Public Hearing will be held in the Council Chambers,
Carnegie Forum, 305 West Pine Street, Lodi , California.

TO THE CITY OF LODI
SAN J O A Q U I N COUNTY, CALIFORNIA
A portion of Sections 10 and 15, Township 3 North, Range 6
East, Mount Diablo Base and Meridian, more particularly described
as follows:
Commencing at the Northwest corner of the Northeast Quarter
of said Section 15, said corner being in the intersection of
Kettleman Lane (State Highway Route No. 12) and Lower Sacramento
Road; thence North 003'14" West, 65.00 feet and North 89°21'42"
West, 40.00 feet.to a point on the west line of Lower Sacramento
Road, and being the TRUE POINT OF BEGINNING; thence South
60943'27" West, 80.20 feet to the north line of said Kettleman
Lane; thence South 0°38'18" West, 100.00 feet to the south line
cf said Kettleman Lane; thence South 89°21'42" East along said
south line, 71.33 feet to the west line of Lower Sacramento Road;
thence southerly along the west line of Lower Sacramento Road,
being 40 feet west of the west line of said Northeast Quarter, a

thence northerly, along said west line of Parcel "A" and its
northerly production, being along said City Limit line, a
distance of 1,252.96 feet to the north line of said Kettleman Lane;
thence leaving said City Limit line, North 89°20'36" West along
said north line, 1,091.44 feet to the southerly end of the round
corner curve at the northeast corner of the intersection of said
Kettleman Lane with Lower Sacramento Road; thence along said
round corner curve, northwesterly on a curve to the right, having
a radius of 50.00 feet (the long chord of which bears North
44°41'55" West, 70.27 feet), an arc distance of 77.92 feet to the
northerly end of said curve; thence South 85'00'06" West, 95.35
feet to the true point of beginning.
Containing 29 acres, more or less.
