SUBJECT: PUBLIC HEARING REGARDING LODI'S HOUSING AND COMMUNITY DEVELOPMENT NEEDS
RECOMMENDED ACTION:
None needed. This Public Hearing is being held only to obtair the views of
citizens on Lodi 's housing and community development needs as stipulated by
CFR §570.301(a)(2)(ii).
BACKGROUND INFORMATION:
Community Development Block Grant Program regulations require each grant recipient= I
to hold a public hearing prior to submission to HUD for its annual grant to alloy
citizens the opportunity to participate in the process.
Comments received from the public during this hearing are to be taken u:iA--
advisement only; the regulations make it clear that it is still the responsibility
of the grantee (the City) to prepare specific project proposals.

After receiving citizen convents and views, staff will prepare a draft list of
proposed projects for City Council deliberation in March.
Tonight's hearing -is continued from the meeting held Wednesday, February 15, 19890,
at 1:-30 p.m. at the Lodi Public Library. The minutes of this earlier meeting will
be reviewed at the start of tonight's meeting.

NOTICE IS HEREBY GIVEN that on Wednesday, Februery 15, 1989 ac the hour of
1:30 p.m., or as soon thereafter as the matter may be heard, Lodi Cornmunity
Development Staff will conduct a Public Hearing in the Community Rare at the
Lodi Public Library, 201 West Locust Street, Lodi, CA to obtain the views of
citizens on housing and community development needs within the City limits of
Lodi.
NOTICE IS FURTHER GIVEN that this Public Hearing will be continued by the
Lodi City Coun-01 to the hour of 7:30 p.m. in conjunction with the regular
meeting of the City Council, City Hall, 221 West Pine Street, Lodi, CA..
Information regarding this item may be obtained in the office of the
Community Development Director at 221 West Pine Street, Lodi , CA, or by
phoning (209) 333-6711. All interested persons are invited to present their
views and comments on this matter. Written statements may be filed with the
City Clerk at any time prior to the Hearing scheduled herein and oral
statements may be made at said Hearing.

only those issues you or someone else raised at the Public Hearing described
in thi; notice, or in written correspondence delivered to the City Clerk,

Honorable �,iayor'Pinkerton and Council Members:
Fellowship in Action is asking for $25,000 from the City
of Lodi Community Block Grant Fund. This money would pay
for part of the reconstruction costs of rehabilitating a
buflding at 19 South Sacramento Street into a shelter
for the homeless.
Fellowship In Action is a non-profit organization
comprised of a group of Lodi area residents concerned
about the difficulties local service agencies face in
finding, keeping and paying for a suitable facility for
their particular program. Many agencies have inadequate
facilities or the rent constitutes a large portion of
their budget. By controlling the cost of rent,
organizations would be better able to direct their
energy, expertise and money to their specific programs.
With this i.2mind, Fellowship In Action set their goal:
To purchase, renovate and equip facilities for local
social concerns organizations with the help of voluntary
labor and materials provided at cost.
We saw the need for an expanded facility for the Lodi New
Life Mission. This non-profit organization located on
Sacramento Street provides food, clothing and shelter for

homeless and destitute men, women and children. Their i?
current facilities are ill-equipped, inadequate and too
expensive.
Fellowship In Action purchased an old building at 19
North Sacramento Street with the intention of
rehabilitating the structure and offering it to Lodi New
Life Mission. We have enclosed a copy of the proposed
floor plan.
Our goal for this project is to raise $100,000. V* ask
for your as:,stancQ in helping us realize our visicn
with your conmittment of $25,000 from the Community
Development Bl,-)ok Grant Fund.
