AGENDA TITLE: Purchase of Portable Lift System for Equipment Maintenance Division ($30,455)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract
for the above project to Municipal Maintenance Equipment, Inc., of
Sacramento, in the amount of $30,453.75, and appropriate funds in
accordance with the recommendation shown below.
BACKGROUND INFORMATION: The Equipment Maintenance Division is responsible for
maintaining and repairing almost all of the City's vehicles and
equipment, including the Transit fleet. The Equipment
Maintenance Shop, located at the Municipal Service Center, has
only one heavy-duty lift capable of lifting large pieces of equipment and buses. To better serve the
Transit buses, heavy equipment and the Downtown trolley, an additional lift system is needed. A
portable system provides the most flexibility and is less expensive than its in -ground counterpart.
We are rejecting the lowest bid from Sefac Lift & Equipment Corporation because it does not meet our
specifications for lifting speed, lifting height and size of portable stands, and would require modification
of its control panel. The second lowest bid, from GCS Western Power & Equipment, also failed to meet
our specifications in several areas. A letter received from the manufacturer informs us they hope to
produce an "improved design of the electro -hydraulic mobile column lifts in June". However, our
specifications clearly indicate that the units bid must be "of latest design and in current production to
be accepted". We are recommending this bid also be rejected.
The third lowest bid meets the specifications in all areas. The Stertil-KONI units even exceed the
specifications in lifting capacity by 1,000 lbs. per column (16,000 versus 15,000 required), providing the
City with 4,000 lbs. more lifting capability.
Specifications for this mobile, wheel -contact lifting system were approved on March 19, 1997. The City
received the following three bids for this project:

FUNDING: The money for this project will becoming from FTA Section 9 funds and TDA funds, per
the 1996/97 FTA Program of Projects approved by the Council on April 16, 1997, as
follows:

RESOLUTION NO. 97-51
A RESOLUTION OF THE LODI CITY COUNCIL REJECTING APPARENT
TWO LOWEST BIDS, AND AWARDING BID FOR THE PORTABLE LIFT SYSTEM
FOR THE EQUIPMENT MAINTENANCE DIVISION TO THE THIRD LOWEST
BIDDER WHOSE BID MEETS ALL SPECIFICATIONS

WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on April 3, 1997 at 11:00
a.m. for the purchase of a Portable Lift System for Equipment Maintenance Division, described
in the specifications therefore approved by the City Council on March 19, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown as follows:

WHEREAS, because the apparent two lowest bidders did not meet specifications, staff
recommends that the City Council reject the bids from Sefac Lift & Equipment Corp., and GCS
Western Power & Equipment, and award the bid to the lowest responsible bidder, Municipal
Maintenance Equipment, Inc. of Sacramento, CA.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects the
two lowest bids from Sefac Lift & Equipment Corp., and GCS Western Power & Equipment,
and hereby awards the bid to the lowest responsible bidder, Municipal Maintenance
Equipment, Inc. of Sacramento, CA, in the amount of $30,453.75; and .
BE IT FURTHER RESOLVED, that $25,600 FTA funds, and $6,400 TDA funds be
appropriated to cover the project:
