MEETING DATE: January 7,2009 PREPARED BY: Community Development Department RECOMMENDED ACTION: Set a Public Hearing for January 28, 2009, for a joint session with the Planning Commission to receive a report and recommendation on the Preferred General Plan Alternative. BACKGROUND INFORMATION: The Planning Commission took action at its December 18, 2008 meeting to recommend that the City Council approve the Preferred Alternative to the General Plan as shown on the attached map. It is staffs desire to have the introduction of this item take place as a joint session with the Planning Commission in order for the City Council to take public comment and hear directly from the Commission regarding their thoughts on the plan. The Lodi Preferred Plan has been prepared to provide the basis for development of the new General Plan. Decision -maker review and endorsement of the Preferred Plan will provide direction for development of detailed proposals and policies. In May 2008, a report on Sketch Plans which included three land use alternatives for future development and its transportation, infrastructure, and fiscal impacts was prepared. The alternatives presented a range of options to guide future development and intensification in Lodi, addressed goals for conservation, economic development, and walkable livable neighborhoods, and analyzed relative impacts on traffic and infrastructure. The alternatives were reviewed in a Community Open House/Planning Commission meeting on May 10, 2008, and in numerous small -group meetings held by City staff and consultants. The Preferred Plan also builds on existing conditions, opportunities, challenges and inputfrom the community and decision -makers through workshops, meetings, and the citywide survey. This plan is an important milestone as it will provide the basis for development of the Draft General Plan Policy document and Environmental Impact Report. It is not, however, the final document and we fully expect that modifications will take place over the next several months that will reflect additional information, input from the environmental document and development of specific policies.
