AGENDA TITLE: Plans and Specifications and Advertisement for Bids for Signal Modifications at Various Locations
MEETING DATE: May 7, 1997

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project and
authorize advertising for bids.
BACKGROUND INFORMATION: This project consists of modifying existing traffic signals in an effort to improve
operations, reduce accidents, and replace worn equipment. The signal
modifications include replacing vehicle signal heads with larger signal heads,
replacing worn backplates and failed loop detectors, installing left -tum phases
(arrows), new street name signs and emergency vehicle preemption equipment.
At Cherokee Lane and Pine Street, and Cherokee Lane and Lockeford Street intersections, the vehicle signal heads
will be replaced with larger signal heads. There have been several right-angle accidents at both intersections. Most
of these accidents have been caused by motorists failing to stop at the red light. The larger signal heads will be more
visible for motorists.
At five downtown intersections along Church Street, from Lockeford Street to Walnut Street, the backplates are worn
and will be replaced. New street name signs will also be installed on the signal poles along Church Street similar to
the street name signs currently located at Pine Street and Church Street.
At several signalized intersections, the existing loop detectors need to be replaced. The intersections include
Fairmont Avenue and Lodi Avenue, Century Boulevard and Hutchins Street, Ham Lane and Vine Street,
Cherokee Lane and Hale Road, Cherokee Lane and Lockeford Street, and Cherokee Lane and Victor Road.
The loop detector replacement on Cherokee Lane at Lockeford Street and at Victor Road will be coordinated with
the Cherokee Lane Revitalization Project.
At Lower Sacramento Road and Turner Road, left -turn phases will be installed for eastbound and westbound
approaches. There have been several left -turn versus through accidents at this intersection. The left -tum phases will
help eliminate this type of accident.
At five intersections, emergency vehicle equipment will be installed. This equipment is used by the Fire Department
to improve emergency response time. The fire truck activates the equipment allowing a green light in its direction.
The five intersections are Kettleman Lane and Stockton Street, Kettleman Lane and Church Street, Lodi Avenue and
Church Street, Lodi Avenue and Sacramento Street, and Lodi Avenue and Central Avenue.
FUNDING: The money for this project is in the Street Maintenance Account budget and from 1995196 carryover funds.

Budgeted: 1996197 fiscal year
