AGENDA TITLE: Century Boulevard between Stockton Street and Cherokee Lane, Truck Travel
Restriction and Related Issues
MEETING DATE: August 6, 1997

RECOMMENDED ACTION: That the City Council review the following report related to the restriction of
truck traffic on Century Boulevard between Stockton Street and
Cherokee Lane and take the appropriate action. The possible options include:
• Take no action
• Prohibit trucks with more than two axles on Century Boulevard during all or portions of the day
• Establish citywide truck routes
BACKGROUND INFORMATION: At its February 5, 1997 meeting, City Council reviewed truck traffic
concerns expressed via a petition from East Century Boulevard
residents. As a result of that meeting, Council requested that
businesses in the area be contacted to assess their feelings related
to the restriction of large commercial vehicles on Century Boulevard between Stockton Street and
Cherokee Lane. Since the February meeting, we have received additional correspondence from
East Century Boulevard residents related to the successful reduction in speeding vehicles due to police
enforcement, and requesting marked pedestrian crosswalks and information related to truck travel
(Exhibit A). Discussion related to the issues in the letter is incorporated into the following report as it
applies. The report includes the review of the results of the surveys from the businesses in the target area,
review of possible options and discussion.
SURVEY RESULTS: In May, the Police Department's "Partners" contacted 63 businesses located on
Stockton Street, Maggio Circle, Ackerman Drive, Maxwell Street and Neuharth Drive. These businesses
were asked if they use large trucks in their operation or receive deliveries from large trucks and, if so,
the number of truck trips that occur per week. They were also asked their feelings related to a time -of -
day or total restriction of large trucks on this segment of Century Boulevard.
The survey results indicated that of the 63 businesses surveyed, 38 use or receive deliveries from large
trucks. The comments received from those 38 businesses are shown in the table below.

As the survey shows, of the businesses that use or receive deliveries from large trucks in this area, the
number of businesses in favor and opposed to a truck travel restriction are about equal. Although it can
be argued that the businesses that had no opinion or no comment could be considered in favor of a
restriction, it is important to remember that the survey performed was not a poll but a method to
determine the truck needs of the area businesses. While these surveys provide a better understanding

of the trucking needs of the businesses in the area, they do not necessarily provide a clear picture of the
trucks using Century Boulevard. Since nearly all of the businesses in the survey area do not use large
trucks but only receive deliveries from them, their lack of concern over a truck restriction is
understandable. Considering the East Century Boulevard residents' claims of high truck activity on
Century Boulevard, and the small number of businesses in the area that actually use large trucks, it is
apparent that these trucks are making the deliveries to these or other businesses. These transport
companies were not surveyed, nor would it be an easy task to determine their travel needs. It was also
noted by the surveyors that several businesses suggested improving the traffic control at the intersection
of Stockton Street and Harney Lane to allow easier truck access to Highway 99.
OPTIONS: The following three options have been reviewed related to this matter:
Take no action. Continue to allow truck travel on Century Boulevard. Century Boulevard is an arterial
street designed to carry large volumes of traffic, including trucks, and is similar to other roadways, such
as Turner Road, Ham Lane, Lodi Avenue, Hutchins Street and Stockton Street.
Prohibit trucks with more than two axles on Century Boulevard during portions or all times of the
day. This option would prohibit the travel of commercial vehicles with more than two axles during all or
portions of the day. It will require that the City Council adopt a resolution amending Traffic Resolution
#87-163. Since there are currently no truck travel restrictions in the city based on the time of day, these
limits need to be determined. The City currently doesn't prohibit trucks on roadways unless the design is
such that truck traffic would create excessive pavement damage. This issue is not a concern with the
design of Century Boulevard.
Establish citywide truck routes. As indicated in the study reviewed at the February meeting, the City
previously reviewed the establishment of citywide truck routes in 1987. Truck routes were not
established at that time due to concerns of increased truck traffic on the proposed routes and that the
preference was to allow the more even distribution of trucks by continuing to not regulate their travel.
There are currently several streets in the city that, although not mandatory routes for all trucks, are
designated to accommodate the longer trucks classified as STAA trucks. These STAA routes and all
other truck travel restrictions are shown on Exhibit B. If Council selects this option, it is recommended
the STAA accessible streets be established as truck routes since these routes have been reviewed for
accessibility, design and consistency. A public hearing will need to be held to amend the City Code to
establish truck routes.
DISCUSSION: The City has received complaints related to truck travel on residential and collector
streets. Staff has several concerns related to the restriction of trucks on Century Boulevard, which is an
arterial street. A major concern is that trucks would be forced to use Kettleman Lane, which is already
congested with heavy vehicle and truck traffic. The use of Harney Lane is also an alternative, but as
expressed in the surveys of businesses and as indicated in staffs February study, it is not
recommended that truck traffic be directed along this route given the existing undeveloped condition at
Harney/Stockton, uncontrolled traffic on Harney Lane, and relatively poor access to Highway 99 from
Harney Lane compared to Century Boulevard.
Another advantage for trucks using the southbound on-ramp at Century Boulevard is that drivers do not
need to merge into highway traffic since the number of lanes increases from two to three at that
interchange; in other words, vehicles enter on a dedicated lane. Vehicles are required to merge at both

the Kettleman Lane and Harney Lane interchanges. Staff has also received concerns related to
difficulties truck drivers have using the southbound on-ramp at Kettleman Lane due to the uphill grade
and short length of the on-ramp and, although the grade problem doesn't exist at the Harney Lane
interchange, the southbound on-ramp is very short.
Possibly the most important issue is the precedence that would be set by singling out this street
segment to restrict trucks. Although Council action would be required to approve future truck travel
restrictions on any other streets, it may be difficult to ignore other requests we are likely to receive on
streets of similar classification or lower, which includes almost every street in the city. Although
establishing citywide truck routes may be a controversial issue, similar to the attempt in 1987, it may be
a more reasonable alternative given the ramifications of individually addressing streets as complaints
arise and staff's belief that truck travel should not be arbitrarily restricted. This issue may even be able
to be tied into the truck parking issues the City is currently in the process of reviewing by allowing truck
parking only on designated truck routes.
Another issue discussed at the February Council meeting, and requested again in the recent letter from
East Century Boulevard residents, is for the installation of marked pedestrian crosswalks across
Century Boulevard. Again, marked pedestrian crosswalks not only don't increase safety, but can even
be more hazardous due to the false sense of security pedestrians perceive while in marked crosswalks.
For these reasons, staff does not recommend they be considered along Century Boulevard, particularly
since the students in this area are bused to Live Oak School and the location of bus stops does not
require that students cross Century Boulevard to get home. If parents are allowing their children to cross
Century Boulevard after being dropped off by the bus, they should become involved in educating them
on crossing streets safely. Through a grant, the City is also providing education at elementary schools
through the "Officer Roadway' program. information related to this program and other pedestrian safety
information is available from the Public Works Department's Traffic Engineering Section.

Re: Truck Traffic Survey - East Century Blvd.
We appreciate your letter of July 3, 1997, and will review the
letter at our upcoming board meeting.
We would like .to update .you on the traffic condition on East
Century Blvd. I have been in direct contact with Officer Lee
Patterson, L.P.D., and agree with Officer Patterson that, with the
additional enforcement efforts of the police _patrol, speeding
incidents have materially decreased.
However, since school bus service changes from one part of Century
Blvd. to another, including the north side and south side of the
street, we still feel pedestrian zones should be provided. True,
children generally board the bus in the morning on the side of East
Century Blvd. their home development is.in. But in the afternoon
due to wanting to ride home with their friends, sports, etc., they
take whichever bus they want and are observed crossing East Century
Blvd., at almost any point at one of the busiest times of the day.
Our continuing concern is the truck traffic. I note your comment
in your July 3 letter indicating that the police department would
survey the businesses on Stockton Street concerning the use of East
Century Blvd. for truck travel. At first Officer Patterson was
unaware of this.activity stating, "It probably hasn't trickled down
to my level yet."
May I offer these thoughts:
1. Councilman Warner contacted George Kishida and stated
that Mr. Kishida gave the favorable statement that he
does not wish to disturb his neighbors.
2. Lodi Trucking Service, Tiger Lines, uses East. Century
Blvd., during tomato harvest when their trucks, returning
from P.C.P. to their yard, travel East Century Blvd.
eastbound only. This is not a significant problem. One
of our members contacted L.T.S. months ago and was told
that L.T.S. really does not want their trucks to use this
route.

Remaining are three businesses that require trucking
service. These businesses do not operate their own
trucks. They are served by common carriers such as Swift
Transportation, Bestway Trucking, Pride Trucking, Viking
Trucking and California Bulk Transfer to name a few.
These trucking companies are not domiciled in Lodi. They
will only react to a "No trucks 3 axle or greater" sign.
This is the sign we are asking for.

SUBJECT: Reduction of Truck Traffic on Century Boulevard between Stockton Street
and Cherokee Lane
Based on concerns of residents in the area, the restriction of truck travel on
Century Boulevard between Stockton Street and Cherokee Lane was reviewed by the
City Council at its regularly scheduled meeting of August 6. Although City Council did
not approve a mandatory truck -travel restriction, they did direct staff to contact
businesses in the south Stockton Street area to attempt to reduce truck traffic on this
segment of Century Boulevard.
We are asking businesses that use large trucks in their operations to access
Highway 99 from either Kettleman Lane or Harney Lane, if possible. For those
businesses that only receive deliveries from large trucks, we are requesting that your
transporters also be contacted and asked to use these alternate routes. We are not
concerned with small, two -axle delivery trucks, but only large trucks with three or
more axles.
Although a mandatory truck -travel restriction was not imposed by City Council, your
voluntarily cooperation in the reduction of truck traffic on this segment of
Century Boulevard would be appreciated. Thank you for your help in this matter, and,
