HomeMy WebLinkAboutAgenda Report - April 20, 2005 I-01 PHAGENDA ITEM to,% CITY OF LODI COUNCIL COMMUNICATION M AGENDA 'TITLE: Public Hearing to Consider Resolution Adopting Water Rate Increase MEETING DATE: April 20,2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council conduct a public hearing to consider a resolution adopting a water rate increase. BACKGROUND INFORMATION: In the spring of 2004, the City Council approved a rate increasefor water service (as well as increases in wastewater and refuse services). The City-wide public notification done then included provisions for future rate adjustments based on the Consumer Price Index (CPI). At that time, the rate increasefor wastewaterwas adopted to take place in two steps, with the second one to occur in July 2005. Refuse rates, per our agreement with Central Valley Waste Services are adjusted annually and were the subject of a separate public hearing in March 2005. Water rates were increased significantly in 2004, mainly to account for the Woodbridge Irrigation District water purchase contract and, in part, to help fund PCEITCE contamination remediation and legal costs. At this point, while significant progress has been made on the contamination issue, the City's actual costs are still being evaluated. While it is clear that higher water rates will be necessary, the amount and timing of increases would, at this point, have to be set with a "best -guess" process. Staff plans to bring this issue back to the City Council later in 2005. Given these uncertainties, staff is recommending that the City proceed with a CPI -based increase at this time and defer consideration of a more significant increase until costs and cash-flow requirements are better known. Staff feels that increasing utility rates on a more frequent basis will maintain better cash flow and reserves within the utility and ultimately be more palatablewith customers than waiting longer periods and adopting large increases. The San Francisco-Oakland-SanJose Consumer price index for all items (unadjusted) for December 2003 was 195.3 and 199.5for December 2004, which translates to 2.2%. This increase on all water service charges results in total water rates as shown on ExhibitA. The increase amount for a 3 -bedroom home is $0.58 per month. The effective date of the increase is May 1, 2005, which is one year from the previous increase. RESOLUTION NO. 2005-79 A RESOLUTION OF THE LODI CITY COUNCIL, ADOPTED PURSUANT TO SECTION 13.08.010OF THE LODI MUNICIPAL CODE, PROVIDING FOR AND ESTABLISHING RATES TO BE CHARGED FOR WATER SERVICE WHEREAS, pursuant to the requirements of Government Code Section 54354.5, a Public Hearing was held on April 20, 2005, to consider adoption of a Resolution setting and establishing an amended fee schedule for water service rates.
