HomeMy WebLinkAboutAgenda Report - August 6, 1997 (118)CITYOF I,ODI COUNCIL COMMUNICATION AGENDA TITLE: Traffic Resolution Amendment- Intersection Control, Mission Street at Washington Street and Laurel Avenue at Lake Home Drive MEETING DATE: August 6, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 2(C) of Traffic Resolution #87-163 by approving the conversion from yield signs to stop signs on Mission Street at Washington Street and on Laurel Avenue at Lake Home Drive (Exhibit A). BACKGROUND INFORMATION: The intersections of Mission Street at Washington Street and Laurel Avenue at Lake Home Drive have been studied based on citizens' concerns, Mission Street traffic is controlled at Washington Street by yield signs and Washington Street traffic is uncontrolled. The speed limit on both streets is 25 miles per hour (mph). Traffic volumes on Mission Street and Washington Street are approximately 400 and 800 vehicles per day, respectively. Available accident records for the four-plus years for 1993 to the present indicate there has been one right-angle accident occurring at this intersection. This accident involved a driver on Mission Street not yielding to a vehicle on Washington Street. The intersection of Laurel Avenue and Lake Home Drive is controlled by yield signs on Laurel Avenue. Lake Home Drive traffic is not controlled at the intersection. The speed limit on both streets is 25 mph. Traffic volumes on Laurel Avenue and Lake Home Drive are approximately 200 and 300 vehicles per day, respectively. available accident records for the four-plus years from 1993 to the present indicate there has been no accidents occurring at this intersection. DISCUSSION: At low volume intersections, the Department's informal guidelines are used to determine whether yield or stop signs are appropriate. These guidelines consider traffic volumes, accident history and, when necessary, the determination of the safe approach speed to the intersection. Based on these guidelines, safe approach speed calculations were performed at both of these intersections. RECOMMENDATION: The results of the safe approach calculations indicate that, based on expected vehicle speeds on Washington Street, stop signs should be installed on Mission Street. The intersection of Laurel Drive and Lake Home Drive is similar, with stop signs on Laurel Avenue also being the appropriate traffic control. Based on these factors, staff recommends that City Council approve the conversion from yield signs to stop signs at both of these intersections. FUNDING: Funding to remove and replace signs and legends from the Street Maintenance Account at an approximate cost of S1,000. Funding Available: V Finance Director Jac. L. BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve the conversion from yield signs to stop signs on Mission Street at Washington Street and on Laurel Avenue at Lake Home. Drive; and BE IT FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-163, Section 2(C) "Stop Intersections" is hereby amended by the conversion from yield signs to stop signs on Mission Street at Washington Street and on Laurel Avenue at Lake Home Drive.
