AGENDA TITLE: Contract Change Orders for Central City Revitalization Improvement Project,
Downtown and Cherokee Lane

RECOMMENDED ACTION: This item is for information only. No action is required.
BACKGROUND INFORMATION: In accordance with the City's Contract Change Order Policy
(Resolution 85-72), the City Council is being informed of the change
orders approved by the City Manager for both Central City
Revitalization projects.
The original contract price for the Cherokee Lane Central City Revitalization Project was $3,865,318.00.
The total cost of the Cherokee Lane change orders to date is a credit to the City of $152,636.05. The
attached Exhibit A gives a brief description of Contract Change Orders 1 through 5. More detailed
descriptions of these change orders are available in the Public Works Department.
The original contract price for the Downtown Central City Revitalization Project was $4,114,160.48. The
total cost of the Downtown change orders to date is a credit to the City of $49,398.67. The attached
Exhibit A gives a brief description of the Contract Change Orders 1 through 8. More detailed
descriptions of these change orders are available in the Public Works Department.
While it appears the projects are coming in well under budget, staff is still processing many change
orders and.contractor claims for additional costs. On the Downtown project, these total roughly
$36,000.00, and the project is far from complete. On the Cherokee Lane project, additional quantities of
unit price items, which do not require change orders, already total over $19,000.00. In addition, we have
pending claims/change orders totaling over $167,000.00.

CENTRAL CITY REVITALIZATION IMPROVEMENT PROJECTS
CONTRACT CHANGE ORDER RECAP
CHEROKEE LANE
Contract Change Order No. 1 This change order changes irrigation controllers to be compatible with the
Maxicom system and makes other minor irrigation changes. Total increase is $10,112.47.
Contract Change Order No. 2. This change order covers modifications made to the storm drain work in
Cherokee Lane. The net result of this change order is an increase of $4,247.92 to the contract.
Contract Change Order No. 3. This change order revises the landscape work in the existing medians so
that its construction will be similar to the new median. Based on estimated quantities, this change order
will add $27,420.00 to the contract.
Contract Chance Order No. 4. This change order provides an alternate street light pole and fixture for
Cherokee Lane which meets the project lighting, aesthetic and quality requirements specified in the project
manual. The City will receive a credit of $205,000.00 for this change order. Note - The Contractor has not
signed this change order yet. They have requested changes that may have a slight affect on the final
price.
Contract Chanoe Order No. 5. This change order covers additional work done by the contractor because
of differing site conditions in the area south of Poplar Street on the west side of Cherokee Lane. It also
furnishes the City with spare catch basin assemblies as the Cherokee Lane catch basins differ from the
City Standard. This change order results in an increase to the contract of $10,583.56.
DOWNTOWN
Contract Change Order No. 1. This change order deletes the dust -on yellow concrete bands and integral
yellow Portland cement curb, gutter and sidewalk and replaces them with integral -colored concrete with
white cement for the curb, gutter bands and sidewalk on School Street. It also deletes the stamped terra-
cotta colored concrete sidewalk and calls for the contractor to install custom -colored concrete pavers in
the sidewalk areas. The net change to the contract is a credit of $6,565.38.
Contract Change Order No. 2. This change order revises the layout of the paving stones in the street and
adds the white concrete pavers for the crosswalks. Based on estimated quantities, this change order will
cost $2,388.36.
Contract Change Order No. 3. This change order provides for an alternate lower cost street light and
fixture meeting the project lighting, aesthetic and quality requirements specified in the project manual. The
new lighting results in a contract credit of $110,000.00.
Contract Chance Order No. 4. This change order covers additional work done by the contractor because
of differing site conditions and unforeseen items of work. This change order increases the contract by
$21,285.00.
Contract Change Order No. 5. This change order revises the concrete color for the tree wells to match
the integral -colored concrete of the curb, gutter bands and sidewalk. It also revises the irrigation boxes to
simplify their installation. This change order adds $3,843.73 to the contract.
Contract Chanae Order No. 6. This change order is similar to Contract Change Order No. 4 in that it
covers additional work due to differing site conditions and unforeseen items of work. This change order
increases the contract by $18,561.00.
Contract Chance Order No. 7. This change order will compensate the contractor for work done because
of insufficient or misleading information in the project documents. This change order will add $18,478.00
to the contract.
Contract Change Order No. 8. This change order will add fibermesh reinforcement to the colored
concrete to aid in reducing the cracking in the concrete. Based on estimated quantities, this change order
will add $2,610.62 to the contract.
