HomeMy WebLinkAboutAgenda Report - August 6, 1997 (120)CITY OF •DI COUNCIL COMMUNICATION ,Q AGENDA TITLE: Participation in California Department of General Services WAS Contracts for Purchase of Desktop Computers MEETING DATE: August 6, 1997 PREPARED BY: Finance Director RECOMMENDED ACTION: That the City Council adopt the attached resolution giving City depart- ments authorization to purchase desktop computers as budgeted for 1997- 99, in aggregate amounts of $15,000 or less, from either Micron Electronics or Dell Computers under CMAS contracts awarded to each by the California Department of General Services (DGS). Such purchases would be made without further bidding or further City Council involvement. BACKGROUND INFORMATION: The California Multiple Award Schedule (CMAS) program was established to provide client agencies and local governments with an easy and value - effective procurement option for information technology and commodity products and services. WAS contracts are based on either Federal GSA Contracts, or upon a competitive bid, negotiation or assessment of contractor products and prices. With CMAS agreements, local governments are given the flexibility to select products or services according to their business needs, with considerations for price, warranty, supplier perform- ance and brand names. (Additional information about CMAS is available on the Internet at www.pd.dgs.ca.gov/cmas/cmastoc.htm). Both Micron and Dell have been awarded CMAS contracts by DGS. Both contracts provide established discounts off list prices, so product and price comparisons may be obtained on-line in minutes. Both manufacturers are highly rated for Reliability and Service by PC Magazine (July, 1997), and both offer attractive pricing. Further, computers from both sources are used widely within the City, so authorization to use CMAS contracts would give departments the ability to maintain consistency within their organization at extremely competitive prices, without incurring the additional time and expense involved with competitive bidding. If adopted, this resolution would initially be used to purchase four computers (one with monitor, three without) for the Community Development Department's Permits Tracking Program. Total amount of this initial purchase would be S8,188.18, including taxes and shipping. It is therefore recommended that the City Council authorize the purchase of desktop computers, as approved in the 1997-99 budget, in amounts of $15,000 or less, using CMAS agreements with either Micron or Dell, without further competitive bidding or Council approval. For computer purchases in excess of $15,000, staff would continue to submit its recommendations to the City Council for review prior to solicitation of bids. Dixon Flynn -- City' Manager CMAS CG1.DOC 07/30/97 RESOLUTION NO, 97-108 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING STAFF TO PURCHASE DESKTOP COMPUTERS BUDGETED FOR 1997-1999 IN AGGREGATE AMOUNTS OF $15,000.00 OR LESS UNDER CALIFORNIA DEPARTMENT OF GENERAL SERVICES CALIFORNIA MULTIPLE AWARD SCHEDULE (CMAS) CONTRACTS WHEREAS, the California Multiple Award Schedule (CMAS) program was established to provide client agencies and local governments with an easy and value -effective procurement option for information technology and commodity products and services; and WHEREAS, CMAS contracts are based on either Federal GSA Contracts or upon a competitive bid, negotiation or assessment of contractor products and prices; and WHEREAS, CMAS agreements give local governments more flexibility to select products or services according to their business needs, with considerations for price, warranty, supplier performance and brand names; and WHEREAS, both Micron Electronics and Dell Computers have been awarded CMAS contracts by the California Department of General Services and are highly rated for reliability and service by PC Magazine and both offer attractive pricing; and NOW THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize staff to purchase desktop computers as budgeted for 1997- 1999, in aggregate amounts of $15,000.00 or less, using CMAS agreements with either Micron Electronics or Dell Computers, without further competitive bidding or Council approval; and BE IT FURTHER RESOLVED, that computer purchases in excess of $15,000.00 would be submitted to the City Council for approval prior to solicitation of bids.
