AGENDA TITLE: Public Hearing to Consider the Technical Equipment Purchase Proposal
for Local Law Enforcement Block Grant Program

RECOMMENDED ACTION: That the City Council authorize the Lodi Police Department to purchase
technical equipment that would enhance hardware and software that is being
used by law enforcement personnel at the Lodi Police Department.
BACKGROUND INFORMATION: On July 3, 2002 the Lodi Police Department applied for and received
a Grant from the Local Law Enforcement Block Grant Program Funds
in the amount of $85,989 which includes matching funds of $8,599.
The source of the matching funds will be taken from the 2002/2003
Lodi Police Department Budget. When the funds are received, they
will be placed in a special revenue fund, pending dispersal.
On August 7, 2002 an Advisory Board convened and reviewed the proposal for the disbursement of those
funds. The proposal indicated that the funds would be used for software acquisition, and technology
updates on equipment that is currently being used by Lodi Police Department.
The Advisory Board consisted of the following persons:
Ms. Catherine Pennington, Asst. Superintendent of Elementary Education LUSD
David Warner, Judge, Superior Court
DDA Tom Ziegler, San Joaquin District Attorney's Office
Richard Jones, President, Lodi Boys and Girls Club
David Main, Captain, Lodi Police Department
Larry Manetti, Captain, Lodi Police Department
Jerry Adams, Chief, Lodi Police Department
Betsy Gandy, Lodi Police Department
The Advisory Board agreed with the proposal and made no other recommendations.
FUNDING: Total Grant is $85,989, including matching City Funds in the amount of $8,599, which will
come from current City budget.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE TECHNICAL EQUIPMENT
PURCHASE PROPOSAL FOR LOCAL LAW
ENFORCEMENT BLOCK GRANT PROGRAM
WHEREAS, the Lodi City Council authorized the Lodi Police Department to
accept Local Law Enforcement Block Grant Program Funds in the amount of $85,989.00
and provide matching funds in the amount of $8,599.00 to be taken from the 2002/2003
City budget; and
WHEREAS, the Proposal for the disbursement of the funds includes software
acquisition and technology updates on equipment that is currently being used by the
Lodi Police Department; and
WHEREAS, on August 7, 2002, an Advisory Board convened and reviewed the
proposal for the disbursement of these funds and has agreed with the proposal as
presented and made no other recommendations.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the Lodi Police Department to purchase software and technology updates on
equipment that is currently being used by the Lodi Police Department, in the amount of
$85,989.00, which includes matching funds in the amount of $8,599.00 from the current
City budget.

NOTICE IS HEREBY GIVEN that on Wednesday, September 18, 2002 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
a) the Technical Equipment Purchase Proposal For Local Law Enforcement Block Grant Program
All interested persons are invited to present their views and comments on this matter. Written statements
may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may
be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, 221 West Pine Street, at or prior to the Public Hearing.
