AGENDA TITLE: Public Hearing to Conuider Revision of the Federal Transit
Administration (FTA) Section 9 Claim for 1993-94
MEETING DATE: October 5, 1995

RECOMMENDED ACTION: Conduct a public hearing concerning applying for unclaimed
FTA Section 9 funds.
BACKGROUND INFORMATION: The purpose of this claim is to provide funds for Phase II
of the Train Depot Project. Phase II is the environmental
clearance, master site planning and preliminary engineering
plans for moving the Southern Pacific Depot to an area south of Pine Street. The
estimated cost of this phase is $283,400. Initially, the City had a complete
funding plan for this project using State Bond Fund monies, Federal Transportations
Funds, and Measure K funds.
The City now finds itself in somewhat of a Catch-22 on this .`.unding. The funds for
acquisition are in-place, but must be committed by Jwivary 1996. Acquisition funds
will not be released until the environmental part of Phage II is completed. The
funding for Phase II has not been cleared by the California Transportation
Commission because a final determination has not been made as to the route of
AMTRAC from Stockton to Sacramento.
In order to get Phase II underway, the City must fund this. The City has unclaimed
capital funds from its allocation of Federal Transit Administration money which can
be used for this purpose. The twenty percent match will come from Measure K
funds. The City therefore needs to revise its claim to utilize $226,720 of
unclaimed Federal money to fund the Train Depot Project. In additions, the City
will show $56,680 of Measure K Funds as the local match.
The attached chart (Exhibit A) shows the various phases and funding sources for the
entire project. All of the funding for Phase 1, 2, 3, and 4 are in-place. San
Joaquin County Transportation Division has been the lead agency in acquiring these
funds and are in submitting the cl,— at for 1995-96 Transportation Capital
Improvement Program for the last segment of funding.

NOTICE IS HEREBY GIVEN that on Wednesday, October 19, 1994 at the hour of
7:00 p.m., or as soon thereafter as the matter may be heard, the City Council will conduct
a Public Hearing to consider the following matter. . .

All interested persons are invited to present their views and comments on this matter.
Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those
issues you or someone else raised at the Public Hearing described in this notice or in
written correspondence delivered to the City Clerk, 221 West Pine Street, at or prior to the
Public Hearing.
