AGENDA TITLE: Public Hearing to Consider Bicycle Transportation Master Plan
MEETING DATE: November 18,1994

RECOMMENDED ACTION: That the City conduct a public hearing to consider the
Bicycle Transportation Master Plan, adopt the Plan by the attached
resolution, and approve Measure K and State Bicycle Lane Account grant
applications.
BACKGROUND INFORMATION:
Earlier this year, the City Council approved the preparation of a
Master Plan for bicycle transportation in Lodi. This Plan was
prepared in a coordinated effort with the San Joaquin County
Regional Bicycle Transportation Master Plan which was recently
adopted.
As of this writing on November 8, the City Plan, with the attached amendment (Exhibit A), has been
approved by the Parks and Recreation Commission. The Plan will be considered by the
Planning Commission on November 14. Its actions will be reported at the City Council public hearing.
(COUNCIL MEMBERS: Please attach Exhibits A and B to your copy of the Plan which was previously
forwarded to you. N you need another copy, please contact the City Cleric, or Mark Meissner in the
Community Development Department. Exhibit B is a correction to Table 1 furnished by the Consultant.)
There is a reason for moving the approval process along on a such a tight schedule: both the
Measure K Program and the State Bicycle Lane Account Program have December deadlines for grant
applications. An approved Plan is the first requirement for these programs. In order to apply for these
grant programs, staff recommends the Council authorize the Public Works Director to make
applications for the following projects:
• Kettleman Lane, from Cherokee Lane to Lower Sacramento Road - The preliminary cost
estimate is $40,000 assuming the work can be done with no major changes to the existing
striping and signal detectors. The work would be coordinated with a proposed State slung seal
project.
• Hutchins Street, from Kettieman Lane to Lodi Avenue - The preliminary cost estimate is
$50,000. This project would extend the already approved bike lane on Hutchins Street south of
Kettleman Lane which will be done next year as part of a federally -funded street maintenance
project. The Plan calls for a combination of lanes and signed routes. A specific project striping
plan will be brought back to the Council for approval if we receive a grant.

• Bike Parking Facilities - This project consists of the installation of bike racks at both public and
private facilities. As envisioned at this time, the project would pay for purchase and installation
at publicly -owned facilities and would fumish racks for private installation at privately -owned
facilities. Many details would need to be worked out and staff is working on utilizing volunteers
to help in this effort. The size, and thus the cost, of this project could vary considerably. Given
the amount of available funding, staff recommends a project of $25,000. This would provide
racks at about 30 to 40 locations depending on a number of factors.
Both grant programs have local matching requirements as described in Exhibit A. Staff proposes to
use Transportation Development Act funds if they are available and Gas Tax funds as a secondary
source. A final decision on exact funding will be brought back to the Council for approval if we receive
a grant.

Page 24. Replace Section A.3. "Central California Traction Company Railroad right-of-way" with the
following:
On the east side of Cherokee Lane, the Central California Traction Railroad runs parallel
to Lodi Avenue within its own right-of-way. The tracks continue westerly down the
center of Lodi Avenue to the Southern Pacific Railroad tracks. The City has initiated
efforts to have the tracks in Lodi Avenue removed. Should portions of the railroad right-
of-way east of Cherokee Lane become available due to the Lodi Avenue track removal, a
bike path could be developed as an alternative to bike lanes in Lodi Avenue.
Page 43. Add the following paragraph ahead of the last paragraph of Section A:
The above priority projects reflect the results of the public input process for this plan.
Other factors such as safety considerations, budget priorities, specific grant program
criteria and coordination with other projects will be considered by the City in determining
actual project implementation.
Page 44, Add the following sentences to thc end of thc first paragraph:
Measure K also has a bicycle grant program with approximately S200,000 available
county -wide over a two-year funding cycle. The local match is flexible. Using Measure K
funds to match State, Federal or other sources is encouraged through the scoring system.
In other words, reducing the requested Measure K contribution increases the likelihood of
funding.
Page 44, Replace the second paragraph with the following:
Currently, some State funding for bicycle projects comes from the Bicycle Lane Account,
which has been funding about 5360,000 in bicycle improvements annually state-wide.
This program requires a 10% local match. Federal funds for bicycles primarily come from
the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The Act provides
for various categories of funding programs with local matching requirements ranging from
;tone to approximately 20%. Funding decisions under the individual programs are handled
by either the State or the San Joaquin Council of Governments (COG). Local matching
funds for these and other grants could come from the Measure K funds described above.
Specific grant projects and matching fund sources will be approved by the City Council as
part of the budget process or as needed to meet grant program schedules.

A RESOLUTION OF THE LODI CITY COUNCIL
ADOPTING THE BICYCLE TRANSPORTATION MASTER PLAN,
AND APPROVING THE MEASURE K AND STATE BICYCLE LANE
ACCOUNT GRANT APPLICATIONS
RESOLVED, that the Lodi City Council hereby adopts the Bicycle
Transportation Master Plan including Addendums 1 and 2, and deleting
the Bike Path along the Woodbridge Irrigation Canal from the plan, and
approves the Measure K and State Bicycle Lane Account Grant
Applications for the Kettleman Lane and Hutchins Street Bike Lanes and
Bicycle Parking Facilities projects.

Page 8, Replace the third full paragraph and its bullets with the following:
There are three intercity regional bikeways and three regional bikeways adopted in the San
Joaquin County Regional Bicycle Master Plan that will connect with or enter into Lodi. These
intercity and regional bikeways are:
• Class 11 intercity bike lanes on Lower Sacramento Road, which would extend north and
south of Lodi, and continue through Lodi on Lower Sacramento Road also as a Class II
regional bikeway.
• Class II bike lanes on the Highway 99 west frontage road between Wilson Way in
Stockton and Harney lane in Lodi. Connection of the intercity bikeway through Lodi to
the north could occur on Cherokee Lane or a number of other streets, as shown in this
Plan.
• Class III intercity bike route along State Highway 12, which would extend east and
west of Lodi on Kettieman Lane and Victor Road. Connection of the intercity bike
route through Lodi could occur on a number of streets, as shown in this Plan.
• Class 11 regional bike lane on Hutchins Street in Lodi from Harney Lane to Saint Claire
Drive, continuing north as possibly a Class ID bike route to Holly Drive. A change
from Class II to III may be necessary with the limited right-of-way in the area or if the
removal of on -street parking is not permitted.
• Class 11 regional bike lanes on Turner Road. Lodi's plan shows a Class III bike route,
or possibly Class II bike lanes on Turner Road between the northern extension of Lwr.
Sacramento Road to Cluff Avenue. Changes from Class III to II may be possible if the
removal of on -street parking in the residential areas is permitted.
• Class II regional bike lanes on Harney Lane between the future alignment of Evergreen
drive at the west and Beckman Road at the east.
Page 12. Add the following sentences to the end of the fust paragraph:
The City's Community Service officers have established Bicycle education and safety
programs. One program is a children's bicycle rodeo which teaches children to be aware oldie
most common types of traffic accidents. The children learn how to avoid accidents by riding
their bikes through a number of different courses that simulate different traffic situations.
Bicycle Rodeos are available to the public upon request. Another program is a two hour
bicycle safety course which is provided as an altemative to paying a fine when a traffic citation
is issued to a cyclist. Two of the Community Service Officer's smaller programs, are simply to
provide bicycle safety videos to schools and other groups, and to include bicycle safety tips in
their neighborhood watch newsletters.
Page 40. Replace the first paragraph of 4. Showers and Lockers with the following:
All future commercial construction and renovations should be required .to provide showers and
lockers for employees so that bicyclists can change into work clothes at their destinations. The
City should also encourage existing businesses to provide showers.

This analysis, in addition to analysis conducted specifically for this Plan, is incorporated into
this Plan by reference. Appendix D is a Lodi General Plan Land Use Map which summarizes
planned land use.
Page 3. Replace the text of Provision 13 with the following sentences:
The City of Lodi has no existing bikeways. Proposed bikeways are mapped and described in
Chapter IV and Figure 8 of this Pian.
Page 3, Replace the first sentence of Provision 15 with the following paragraph:
Existing and future transportation connections include:
• The existing park and ride lot near the intersection of Victor Road and Beckman Road
on the East side of Highway 99.
• The existing San Joaquin Regional Transit bus stop and parking at Cal -Skate on
Cherokee Lane near the northbound on-ramp of Hwy. 99.
• The future multimodal station on Sacramento Street near Oak Street at the Southern
Pacific rail lines.
• The future park and ride lot at the intersection of Lower Sacramento Road and Hwy.

Bike lanes and/or routes connecting these facilities are included in the plan. Both of the
existing facilities have bicycle parking, while future projects are planned to provide bicycle •
parking. (Map will be revised accordingly)
Page 3, Replace Provision 16 with the following:
The City's Municipal Service Center and Public Safety Building both provide City employee
access to shower facilities. Major industrial employers also have these facilities. Chapter VI of
this Plan recommends that the City require all future commercial construction and renovation,
with a specified number of employees, to provide showers for bicyclists and others. The City
should also encourage existing businesses to provide showers.
Page 4, Add the following sentence to the end of Provision 17:
Existing safety programs and bicycle accident trend data are discussed in Chapter III, section
A. 3. "Safety Issues".
Page 4, Replace the second sentence of Provision 19 with the following:
