AGENDA TITLE: Public Hearing to Consider Unmet Transit Needs
MEETING DATE: December 20, 1995

RECOMMENDED ACTION: That City Council conduct a public hearing regarding unmet transit needs.
BACKGROUND INFORMATION: In order to use Transportation Development Act (TDA) funds for street
improvements, and to properly allocate funds for transit purposes, it is
necessary to reasonably satisfy any unmet transit needs.
The San Joaquin County Council of Governments (COG) requires all agencies to hold annual public
hearings to solicit input from citizens regarding unmet transit needs. To ensure extensive input, two hearings
have been scheduled: one in the morning at Hutchins Street Square, 125 South Hutchins Street, and one at
this regularly scheduled City Council meeting.
The Administrative Assistant to the City Manager, Kirk Evans, will conduct an administrative hearing on
Wednesday, December 20, 1995, 10 a.m., at the Hutchins Street Square Senior Center. A summary of that
meeting will be prepared and made an official part of the minutes of this meeting. Free Dial -A -Ride service
will be provided for both meetings. The Mayor should open this meeting to hear comments from the public
regarding unmet transit needs in the City of Lodi.
A COG staff member, Kwame Reed, will make actual recommendations to the COG Board of Directors
regarding the City of Lodi's unmet transit needs. That report will become the basis for the City's 1996/97
transit claim.

NOTICE OF PUBLIC HEARING
December 20, 1995
NOTICE IS HEREBY GIVEN that on Wednesday, December 20, 1995 at the hour of
10:00 a.m., or as soon thereafter as the matter may be heard, the City Council will
conduct a Public Hearing at the Hutchins Street Square, Senior Information Center, 125
South Hutchins Street, to obtain citizens' comments on unmet transit needs within the City
of Lodi.
NOTICE IS FURTHER GIVEN that this public hearing will be continued to December 20,
1995 at the hour of 7:00 p.m. in conjunction with the regular meeting of the City Council at
the Carnegie Forum, 305 West Pine Street, Lodi.
All interested persons are invited to present their views and comments on this matter.
Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those
issues you or someone else raised at the Public Hearing described in this notice or in
written correspondence delivered to the City Clerk, P.O. Box 3006, at or prior to the Public
Hearing.

Public Hearing- Unmet Transit Needs
On November 16, 1995 in the City of Lodi, San Joaquin County, California, I deposited
in the United States mail, envelopes with first-class postage prepaid thereon, containing
a copy of the Notice attached hereto, marked Exhibit "A"; said envelopes were
addressed as is more particularly shown on Exhibit "B" attached hereto.
There is a regular daily communication by mail between the City of Lodi, California, and
the places to which said envelopes were addressed.

Rochelle P. - indicated a total reservation system (as opposed to the current demand/
response system) for Dial -A -Ride would reduce waiting times for disabled/wheelchair
clients at Health for All.
Tonae H.: asked if a bus dedicated to wheelchair passengers exclusively was being
considered to accommodate the increased usage of Dial -A -Ride by wheelchair passengers.
Health for All plans to expand its client base - especially those with wheelchairs and
walkers. They need more capacity for these persons on the transit system.
Don 0.: asked if another route was being considered to cover Northeast and Southeast
sectors of Lodi. Answer: demand in these areas is being considered. A loop system may
help extend the geographic area covered by GrapeLine.
Ellen E.: suggested moving Rt.#3 stop at Ham & Lodi Ave. south in front of medical center.
Patricia D.: indicated adding loops to the system only allows access to a bus stop from one
side of the street - difficult for disabled persons. Just as important as getting behind
schedule, drivers must be careful not to get ahead of schedule.' Patricia commended many
drivers for their excellent public relations skills - some drivers need to reduce radio chit-chat
and focus on business. Why are reduced fares restricted to the hours of 9:00 a.m. to 4:00
p.m.? Her question was answered. Patricia expressed concern about Rt.#2 making left
hand turn from Vine Street onto Cherokee Lane. She likes benches that have been set out.
Concerned some may need to be repositioned so as to avoid impeding wheelchairs.
Commended both GrapeLine and SMART for service they are providing.

Sandy S.: when printing new bus maps - use colors with stronger contrast to aid visually
impaired persons. Also, please post route numbers on doors so visually impaired persons
can differentiate between busses, Although it is posted next to the seats, drivers should
ask able bodied passengers to move back and free up these seats for elderly and disabled.
Sandy offered to meet our drivers to discuss these issues.
Sally P.: commended the city for creating the expanded transit service. Would like to see
us continue to pursue plans for bike paths and rail service.
Rosa G.: asked why she has to pay an additional 25 cents during peak hours when she
has a half -fare pass. Answer: reduced fares are only in effect between 9:00 a.m. and 4:00
p.m. Drivers need to focus on staying on schedule. Some drivers are unfriendly to.her.
Cherie D.: expressed concern about safety of school children being compromised by
location of second stop on Wimbledon Drive. Please relocate this stop.
Trella A.: asked if Grapet-ine ridership has met expectations after one year of operation.
Answer: yes - they have been exceeded, average of 12,000 total passengers/month.
Asked if the transit system provides access to the SMART system. Some elderly need to
get to Kaiser in Stockton due to changes in health coverage by their H.M.O.'s. She also
commended the transit system for a successful first year.
Don O.: Asked if shelters would be installed, particularly at post office. Commended the
transit system.
Tonae H.: wanted to know if Dial -A -Ride provides any special door to door services (i.e.
helping disabled to the door, unlocking the door, helping with groceries/packages, etc.)
She will make a special request for service when Health for All calls in.
Dee Porter phoned in this comment: do all infants have to be restrained in car seats while
riding the transit system? There is only one car seat on each vehicle - it is difficult for
mothers to carry around car seats.
