Proposal by California Waste Removal Systems and Recommendation for Rates for Residential and Commercial Refuse Rate Collection and Disposal MEETING DATE: March 15, 1995 PREPARED BY: Assistant City Manager RECOMMENDED ACTION: The City Council approve the attached rates for refuse collection and disposal in the City of Lodi effective the first billing cycle in April. BACKGROUND INFORMATION: The City of Lodi has received a proposal for refuse rates from California Waste Systems (CWRS) in accordance with the rate methodology approved by the City Council. This proposal calls for a net reduction in revenues to California Waste Removal System of approximately $400,000. Basically, it calls for a $1.00 per month reduction in all apartment units of four units or more, a 23.6% reduction in commercial service for one or two one cubic yard containers, a 5.4% reduction in one or two 90 gallon carts for commercial services and an 18.4% decrease in all other commercial service. CWRS is able to do this for the following reasons: 1. They have refinanced their entire holdings at a more advantageous rate saving over $100,000 per year 2. The Material Recovery Facility is becoming a regional facility and the fixed cost of operation is being spread over a larger amount of refuse thus reducing per unit charges. 3. A number of efficiencies have been realized through rerouting and better utilization of manpower which has resulted in projected savings of over $150,000 4. The present rates include some make-up money from previous years operations 5. Recycling is working and the proportion of material going to the dump is less APPROVED: THOMAS A. This survey was done to show the types of refuse service and the rates for these services. The availability of special programs such as recycling and household hazardous waste are also noted. The information which follows is listed alphabetically by munici- pality. Leaf pick-up at the curb is provided by the City at no additional charge. HOUSEHOLD HAZARDOUS WASTE: No program is in place. Currently interviewing for proposals for quarterly scheduled events. COMMUNITY CLEAN-UPS: Twice yearly there are community curbside clean-ups of non- hazardous waste for single family residences only at no charge. LANDFILL: Charges included in the refuse collection rates (City of Clovis owns the landfill). City of Clovis Landfill. FRANCHISE FEE: The franchise fee is based upon the actual administrative costs and is reviewed annually. TYPE OF SERVICE• 3 -Sort Collection Systema. Weekly curbside service includes refuse, recycling and yard and garden waste. Wastecarts and recycling crates are provided. Weekly handicapped backyard service is provided upon request. RATES: Last Rate Increase: January 1, 1995. Next Rate Review: Annually - January 1996. The following levels of service and rates include trash, recycling, one 32 -gallon can of garden trimmings for weekly pick-up, and three refuse clean-ups per year. service is not mandatory. 1 - 32 -gallon can - $17.40/month (can provided by customer) 1 - 64 -gallon w/c - 534.80/month 2 - 64 -gallon w/c's - 569.90/month 1 - 96 -gallon w/c - $52.20/month 2 - 96 -gallon w/c's - 5104.40/month The City is using automated vehicles for the majority of residen- tial collection. (The rates decreased this year due to using a different landfill for disposal.) Customer can also put their recyclables in bags or boxes for collection. Residential Service 32 -gallon can $8.70 per month RECYCLING• Three stackable crates collected_ at curbside. This service is included in the rate structure. YARD AND GARDEN WASTE: No weekly curbside is available. Yard and garden waste collection is included in the community clean-ups. COMMUNITY CLEAN-UPS: There are four quarterly clean-ups per year. Three cubic feet of waste maximum. No dirt, concrete, rock or hay materials. This service is included in the rate structure. HOUSEHOLD HAZARDOUS WASTE: The County provides a program located in Livermore by appointment only. Residential Rate: 32 -Gallon Can $14.06 per month ($11.20 for refuse, $2.45 for recycling, and 41C Solano County Surcharge for Residential Solid Waste Tax) SPECIAL SERVICE: Coupons are mailed out twice a year for up to four cubic yards of waste brought to the landfill at no charge. Coupons are also sent out for recycling discounts. Coupons pay up to $5.00 in cash for recyclables brought into the recycling center, and one month free curbside recycling service. RECYCLING• A mandatory, weekly curbside program consisting of one 15 -gallon commingled container. YARD AND GARDEN WASTE: No program available. HOUSEHOLD HAZARDOUS WASTE: Two events are held per year for household hazardous waste brought to a centralized collection center. COMMUNITY CLEAN-UPS: Once a year, a centralized collection center is offered for discarded household waste. This program is paid by the City. LANDFILL• $21.00 per ton. California Waste Removal Systems' transfer station is used for load consolidation. Kiefer Boulevard Landfill is the disposal site. Wastecarts are provided. The customer can select which size cart they want to use for trash, recycling and yard waste. Rates will be charged accordingly. RATES• Last Rate Increase: February 1995. Residential 30 -gallon wastecart $16.51 per month Residential 60 -gallon wastecart $17.85 per month Residential 90 -gallon wastecart $20.63 per month Multi -Family Units Regular residential rates apply unless the complex uses commercial service. Senior Citizens 10% Discount off Regular Residential Rates RECYCLING• Weekly curbside service of the recycling wastecart will be available April 1995. YARD AND GARDEN WASTE: Currently, bundled yard waste (65 lbs. or less per bundle) is collected. Weekly curbside service of the yard & garden wastecart will be available April 1995. HOUSEHOLD HAZARDOUS WASTE: The City of Lathrop participates in County held events. It is a fully automated program serviced at the curb. HOUSEHOLD HAZARDOUS WASTE: The Alameda County Household Hazardous Waste Site provides service by appointment only. LANDFILL• Franchised haulers pay $22.40 per ton. Vasco Road Landfill (owned by B.F.I.). TYPE OF SERVICE: Weekly curbside service consisting of a 3 -Cart Collection System for refuse, recyclables, and yard and garden waste. Wastecarts are provided. RATES• Last Rate Increase: April 1, 1994. Next Rate Review: April 1, 1995. The following refuse rates include recycling and yard and garden waste collection: One 38 -gallon wastecart $15.87 per month Two 38 -gallon wastecarts $39.68 per month Three 38 -gallon wastecarts $63.48 per month Low volume 20 -gal. wastecart $10.80 per month SPECIAL RATES/SERVICES: The City of Lodi provides reduced rates, and/or backyard service, for those residents who qualify. A determination, based on need, is made by a Citizens Advisory Board. Backyard service is available to residents for an additional $10.00 charge. RECYCLING• Included in the refuse rate is a voluntary program for the collection of a 60 -gallon wastecart for mixed recycling. The recycling wastecart is serviced every other week. The customer may request additional wastecarts at no additional charge. F1OH1&w-V.0V 2/95 27 CITY OF LODI (Continued) YARD AND GARDEN WASTE: Included in the refuse rate is a voluntary program for the collection of a 60- or 90 -gallon wastecart for yard and garden waste. This wastecart is serviced on alternating weeks with the recycling wastecart. The customer may request additional wastecarts at no additional charge. HOUSEHOLD HAZARDOUS WASTE: Batteries and waste motor oil are collected at the CWRS Recycling Center. The City of Lodi participates in County held events. COMMUNITY CLEAN-UPS: A community -wide clean-up was held in the Fall of 1994. The contractor provides this service to the City at no charge. This service is not part of the contract. LANDFILL• The regular rate is $24.93 per ton at the North County Landfill effective April 1, 1994. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LODI AS FOLLOWS: SECTION 1. Ordinance 1590, adopted March 16, 1994, is repealed in its entirety. SECTION 2. Pursuant to Lodi Municipal Code Chapter 13.16 - SOLID WASTE - as- it relates to residential solid waste collection, New monthly rates are hereby established, as more fully shown on attachment "A" hereto which is incorporated by reference as if fully set forth herein. A. For any residence requesting "backyard service" for the collection of their waste cart(s), there shall be an additional rate of Ten Dollars ($10.00) per month, unless the residence is granted an exemption from the rate by the Citizen's Advisory Board. B. For any residence requesting a commingled recyclables cart(s) and/or a yard/garden waste cart(s), sufficient to meet its waste diversion needs, there shall be no additional charge. C. Any residential customer may purchase from the City or the franchisee for the price of Five Dollars ($5.00) each, especially marked tags for affixing to trash bags which will then be collected with routine waste removal service. Such tags may be used to supplement, but not in lieu of other required solid waste collection services for residences. -1- D. Rates set forth in this Ordinance shall be effective on all bills which are prepared on or after April 1, 1995. SECTION 3. All ordinances and parts of ordinances in conflict herewith are repealed insofar as such conflict may exist. SECTION 4. This is an urgency ordinance under Government Code Section 36934, and is based on health, safety and welfare considerations arising from the need to collect appropriate fees for waste removal. SECTION 5. This urgency ordinance shall be published one time in the "Lodi News Sentinel", a daily newspaper of general circulation printed and published in the City of Lodi and shall be in force and take effect immediately. SECTION 6. The City Council of the City of Lodi hereby finds and declares pursuant to Public Resources Code Section 21080 that such rates are necessary and reasonable for the usual operating expenses of the franchisee, including employee wages and benefits and for the purpose of purchasing facilities, equipment and materials necessary to implement and carry out a Council -mandated recycling program, and for other health and safety purposes.
