MEETING DATE: March 15, 1995 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council conduct a public hearing to consider project program proposals from City and County agencies and organizations as well as from City of Lodi Departments for the 1995-96 CDBG funding cycle. BACKGROUND INFORMATION: The City will receive approximately $784,000 from the Federal Government under the CDBG program for the 1995-96 fiscal year. The City Council will be asked to approve staff recommendations for funding at the April 5, 1995 meeting. All proposals are attached. All the proposals were determined to be eligible or ineligible for funding, based on HUD's criteria. The three national objectives (criteria) for eligibility are: • Serving the needs of low income persons. • Addressing a slum or blighted condition. • Meeting an urgent community development need. ACTBALSALS3/7/95 City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Program Administration 2. Amount Requested: $22,000.00 3. Project Eligibility: This project is eligible as an "Administration" activity. It is eligible as per 24 CFR 570.206(x). This activity does not specifically meet one of HUD's three national objectives as the Federal government provides a separate eligibility category for the administration costs assiciated with the day to day operation of the CDBG program. 4. How will the requested funds be used? The requested funds will used to pay for approximately half of the CDBG administrator's salary. About half of the total hours of the CDBG administrator are spent on CDBG activities, the other half are spent on planning activities. Project Title: Fair Housing; Community Housing Resource Board (CHRB) of San Joaquin Co. 2. Amount Re ueq sted: $11,105.00 3. Project Eligibility This project is eligible as an "Administration" activity. It is eligible as per 24 CFR 570.206(c). This activity does not specifically meet one of HUD's three national objectives as the Federal government regulations. The provision of fair housing services is a mandated component of the CDBG program. Subcontracting with the CHRB for our fair housing services satisfies our obligation under the program. 4. How will the requested funds be used? The requested funds will used to pay for the staffing of the CHRB office. The funds also pay for other day to day operating costs of providing fair housing services to the citizens of Lodi, such as phone costs, printing costs, education/training, office supplies, etc. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Dial -a -Ride Public Transportation 2. Amount Requested: $5,000.00 3. Project Eligibility: This project is eligible as a "Public Service" activity. It is eligible as per 24 CFR 570.201(e). It is a continuation project of what was a new program in 1989. This program meets HUD national objectives as per 24 CFR 570.208(a)(2)(i)(c), on a limited clientele basis. The services offered through the Lodi Community Service Center are only available to those individuals who meet HUD's income eligibility requirements. The people utilizing the services are usually low to very low income, but since the tickets are potentially available to anyone who asks for them, we employ an application process to limit their use to low income and very low income persons. 4. How will the requested funds be used? The funds will be used to pay for Dial -a -Ride tickets, which are then made available through the Lodi Community Service Center. These tickets are provided free of charge to qualifying clients and are good for free Dial -a -Ride service. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Housing Rehabilitation (Owner occupied houses) 2. Amount Requested: $83,000.00 3. Project Eligibility This project is eligible as a "Rehabilitation and Preservation" activity as per HUD regulations 24 CFR 570.202 (a)(1). This is a continuing activity from last year. It meets HUD's national objectives as per 24 CFR 570.208 (a)(2)(i)(C), by requiring that potential recipients of the program meet the Federal government's low to very low income guidelines. 4. How will the requested funds be used? The requested funds will be used to rehabilitate single family homes anywhere in the City of Lodi. Potential beneficiaries are qualified on the basis of income. The types of assistance available under the program includes roof repair or replacement, HVAC work, plumbing and electrical, windows and doors, etc. First and foremost, health and safety issues and code violations are addressed. Thereafter, other items may be included in the rehabilitation. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Eastside Improvement Committee 2. Amount Requested: $5,000.00 3. Project Eligibility: This project is eligible as a "Public Service" activity. It is eligible as per 24 CFR 570.201(e)(1). It is a continuation project of what was a new program in 1993. This program meets HUD national objectives as per 24 CFR 570.208(a)(1)(i), on an area benefit basis. The services offered by the Eastside Task Force are available to any resident in Lodi's target area. 4. How will the requested funds be used? The funds will be used predominately for printing and photocopying expenses, as well as postage and office supplies. Board members have also used the funds to attend training seminars on neighborhood issues. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Gang Alternative Project 2. Amount Requested: $43,260.00 3. Project Eligibilit. This project is eligible as per HUD regulations 24CFR 570.20 1 (e)(1), as a "Public Service" activity. The project meets HUD national objectives as per 24CFR 570.208(2)(i)(B). It is a limited clientele activity and requires that income records be kept on individuals being served to docement that at least 51% meet the income requirement of very low to low income persons. 4. What do you intend to do with the requested funds? This proposal is in two parts. Part I is a $5,000 request to pay for the continuing expenses of running the program. Ongoing expenses include providing educational and job training opportunities for those youth involved in gang activity or in danger of becoming involved in such activity. The GAP also provides scholastic assistance in the form of books, supplies, transportation to testing classes, and tuition help. Part 1I of the request is for $38,269 to lease a portable trailer to be placed at Hale Park to accommodate the growing size of GAP activities. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title:_ East Side Alley Lighting Project 2. Amount Requested: $110,000.00 3. Project Eligibility: This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benefiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. 4. How will the requested funds be used? The requested funds will be used to install either new light fixtures on existing poles or installing new utility poles with fixtures in all alleys in the east side target area which suffer from inadequate lighting. The $35,000 request is a reinstatement of the funds to Phase I which were reallocated last year to the Lodi Boys and Girls Club project. The $75,000 request is for Phase II of the project and will continue the lighting project where new utility pole installations or other more substantial work is required. Amount Requested: $10,000.00 3. Project Eligibility This project/program is eligible as a "Public Service" activity and is eligible as per HUD regulations 24 CFR 570.201 (e). This program also meets HUD's national objectives as per regulations 24 CFR 570.208 (a)(2)(i)(A). Clients served by this program, i.e., those receiving food packages, are generally presumed by to meet the criteria of low to very low income. 4. How will the requested funds be used? The requested funds will be used to supplement the day-to-day operations associated with running both the Lodi "Brown Bag" program for low income senior citizens and the Lodi "Food for Thought" program for school children from low income families. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Family Law Service Center 2. Amount Requested: $7,200.00 3. Project Eligibility_ This project/program is eligible as a "Public Service" activity and is eligible as per HUD regulations 24 CFR 570.201 (e). This program also meets HUD's national objectives as per regulations 24 CFR 570.208 (a)(2)(i)(C). Clients served by this program, i.e., those receiving free legal aid, are required to meet income eligibility requirements in order to receive the benefit. 4. How will the requested funds be used? The requested funds will be used to continue and improve the activities of the Family Law Service Center. These activities include offering legal services at no charge to low income clients within San Joaquin County. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Lodi Boys and Girls Club 2. Amount Requested: $250,000.00 3. Project Eli ibility: This project qualifies as a "Public Facility and/or Improvement" project, as per HUD regulations 24 CFR 570.201 (c). The construction of a Boys and Girls Club building meets HUD national objectives as per 24 CFR 570.208 (a)(2)(i)(B). At least 51% of the individuals using the facility will be required to meet HUD's low to very low income limits. If title to the facility to be rehabilitated with Federal funds is held by a private non- profit organization, the facility shall be operated so as to be open to the general public during all regular business hours. 4. How will the requested funds be used? The requested funds will be used to complete Phase H of the Lodi Boys and Girls Club building, currently under construction of Phase I, at Blakely Park. Activities under Phase II construction include completing the multi-purpose room (gymnasium) and the kitchen. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Habitat for Humanity for San Joaquin County 2. Amount Requested: $45,000.00 3. Project Eligibility: This project is eligible as an "Acquisition (Real Property)" project as per HUD regulations HUD 24 CFR 570.201 (a). This project meets HUD's national objectives as per 24 CFR 570.208 (a)(2)(i)(C), as an activity the benefits of which are limited to those individuals who meet specified income eligibility requirements. This type of activity is potentially available anywhere in the City because anybody receiving assistance is subject to an application. 4. How will the requested funds be used? The requested funds will be used to purchase a piece of property at 222 East Redwood Street. Habitat for Humanity will then develop a single family house on the lot, eventually placing a low income family in the home. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Sununary 1. Project Title: The Loel Foundation, Inc. 2. Amount Re ueq sted: $600,000.00 3. Project Eli_ ibilit This project qualifies as a "Public Facility and/or Improvement" project, as per HUD regulations 24 CFR 570.201 (c). The rehabilitation of a senior citizen center meets HUD national objectives as per 24 CFR 570.208 (a)(2)(i)(A). It is an activity benefiting low to moderate income individuals (senior citizens). This clientele group is automatically considered to be eligible by HUD. If title to the facility to be rehabilitated with Federal funds is held by a private non- profit organization, the facility shall be operated so as to be open to the general public during all regular business hours. 4. How will the requested funds be used? The request is in two parts. Project A, which would cost $400,000, would rehabilitate the basement of the existing building owned by the Loel Foundation at 125 South Washington Street. The new space would serve as a central information center and meeting room for seniors in Lodi. Project B, which would cost $200,000, is for the purchase an apartment building and a single family house located at 208, 210, and 212 East Oak Street and make them available for low income senior housing. Amount Requested: $50,000.00 3. Project Eligibility: This project is eligible as per HUD regulations 24CFR 570.201(k), as a "Removal of Architectural Barriers" project. The project meets HUD national objectives as per 24 CFR 570.208 (a)(2)(ii) by meeting the needs of handicapped individuals, who are presumed by HUD to be low to very low income. 4. How will the requested funds be used? The requested funds will be used to install new handicap curb ramps at locations around town that have a high level of need. New curb ramps will permit access by individuals in wheelchairs and by individuals with other limitations. These locations are in close proximity to a service provider or other public place which has a high level of pedestrian traffic. Additional locations may be addressed in future years. Amount Requested: $100,000.00 3. Proiect Elieibility: This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benifiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. 4. How will the requested funds be used? The requested funds will be used to reconstruct streets and alleys within the City's east side. A priority system will be set up, based on surface conditions and age, to determine which areas will be repaired. Where appropriate, underground utilities may also be relocated. Project Eli ibility This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benifiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. 4. How will the requested funds be used? The requested funds will be used repair or replace damaged sidewalks on the City's east side. A prioritized list of locations needing attention will be addressed until all locations needing work are completed. City of Lodi Application for Community Development Block Grant (CDBG) Funds, Fiscal Year 1995-96 I. Project Proposal Summary 1. Project Title: Tree Planting Program 2. Amount Requested: $15,000.00 3. Project Eli ibility: This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benifiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. 4. How will the requested funds be used? The requested funds will be used to plant trees within the target area where there is a determined need. Included within the scope of the project is -needed tree pruning and the removing of diseased or dead trees. Amount Requested: $100,000.00 3. Project Eligibility_ This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benifiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. 4. How will the requested funds be used? The requested funds will be used to install new curb, gutter, and sidewalks within the target at locations where none currently exist. Amount Requested: $27,830.00 3. Project Eli ibiliW This project is eligible as a "Public Improvement/Facility" project, as per HUD regulations 24 CFR 570.201 (c). The project meets HUD national objectives as per 570.208 (a)(1)(i), on an area basis benifiting those residents living in the City's designated target area, but will be available to all the residents in this area. At least 51% of the residents in this area are low to very low income. Blakely Park is located within the target area and is used primarily by those residents on the east side of Lodi. 4. How will the requested funds be used? The requested funds will be used to remove the existing outfield fences on both baseball diamonds at Blakely Park. It will be replaced with a single new fence spanning the width of the park from Stockton Street to Washington Street. This will help to open the area up for more recreational opportunities. Amount Requested: $287,540.00 3. Project Eli ibilitk This project is eligible as per HUD regulations 24CFR 570.201(k), as a "Removal of Architectural Barriers" project. The project meets HUD national objectives as per 24 CFR 570.208 (a)(2)(ii) by meeting the needs of handicapped individuals, who are presumed by HUD to be low to very low income. While the new playground equipment addresses the needs of handicapped individuals, the equipment will also be available to anyone. 4. How will the requested funds be used? The requested funds will be used to upgrade the playgrounds at Beckman Park, Blakely Park, Saias Park, Candy Cane Park, Hutchins Street Square, Lawrence Park, Century Park, English Oaks Common, and Van Buskirk Park. The requested funds will be used to remove the existing concrete steps at both locations and to install new concrete ramps and handrails. The ramp at Kofu will be installed by the concession stand, and the ramp(s) at the Armory Field will be installed in the bleacher area behind home plate. PREPARED BY: Ron Williarnsvn, Paris and Recreation Director BACKGROUND INFORMATION: Last year we took the commission through a project by project consideration exercise and created a priority list for both CDBG and CIP projects. All said and done, our CDBG projects did not get reviewed by the council as we were not informed in a timely manner. We were led to believe the process was to be a part of the "new" budget process and should be submitted with the department's operating budget requests. We have been notified this year that CDBG project requests need to be submitted by February 15 1995 to be considered. We will submit our 94- 95 list again as no funding or projects were done and staff priorities have not changed. (The only possible adjustment to the original list could be "Legion Park Playground Area" could be considered #1 this year because of our working relationship with the Lodi Lions Club to handicap access this area and push new handicap equipment that would qualify in a non -target area.) We will have to see where the Lions Club is on this to appropriately prioritize our projects if Chats important to the Commission. Another possible CDBG fundable program is the "Hale to Youth Alterschool Playground Program." As you know it has seen a successful start and met target area kids afterschool care needs. We would therefore submit this program for possible funding. This has been discussed with Mr Veerkamp, Community Development, and he says it is fundable.
