AGENDA TITLE: Public Hearing to Consider Adopting a Resolution Approving the Transit Division's
FY 2001 Program of Projects

RECOMMENDED ACTION: That a public hearing be held to consider adopting a resolution approving
the Transit Division's FY 2001 Program of Projects.
BACKGROUND INFORMATION: The Federal Transit Administration requires that the City of Lodi
conduct a public hearing to consider the City's Program of Projects
prior to submitting an application for federal funds. The City of Lodi
is not required to apply for these funds, nor is it required to spend
the funds once they are programmed by the City Council. The City is allocated approximately $800,000
per year. In the past, the Transit Division has purposely not spent funds in order to roll them over for
projects with funding shortfalls. This was the case with the Lodi Station and the Lodi Station Parking
Structure. The Program of Projects is composed of a list of general projects that are expected to need
funds in the next three years. If after three years the City does not spend all the funds, then the City of
Lodi's designated recipient, Caltrans, diverts the funds to other agencies that need the money. The City
of Lodi benefited from this policy by receiving over $300,000 for the Lodi Station two years ago.
Included in this year's list is $401,600 of Congestion Mitigation and Air Quality (CMAQ) Funds. The City
successfully competed for these funds, which are administered by the San Joaquin Council of
Governments, for the conversion of one older Grapel-ine bus to CNG and for the purchase of six new
CNG Dial -A -Ride buses. Also, this is the first year that the City Council sees Section 5309 funds, or a
federal earmark. Congressman Richard W. Pombo helped secure the earmark for the Lodi Station
Parking Structure. Considering the cost of the Lodi Station Parking Structure and the limited amount of
federal funds allocated to the City on annual basis, the federal earmark was needed. For FY 2000/01,
the Public Works Department's recommended Program of Projects is as follows:
