AGENDA TITLE: Consider Revision of Existing Massage Ordinance

RECOMMENDED ACTION: That the Council set a Public Hearing for July 19, 2000 to consider revisica of
existing Massage Ordinance.
BACKGROUND INFORMATION: As the Council is aware, the City of Lodi has experienced an increase
in massage parlors being used as a front for prostitution. Legitimate
massage operators who were incensed with the way certain
proprietors were running their businesses approached me.
We have attempted over the last few years to conduct undercover operations and found that our existing
ordinance has hampered our ability to effectively investigate illegal acts that may occur. Subsequently,
revisions to our existing ordinance were drafted and presented to the Council. Prior to the City Council
meeting, a copy of the proposed changes were sent to all massage operators and technicians. This
resulted in a lively discussion at the Council meeting and raised several issues that needed further study.
A community meeting was held to which everyone was invited and encouraged to provide input.
As a result of that meeting the following revisions have been drafted. I believe these new revisions will
give us the tools we need to deter illegal acts and at the same time allow legitimate operators to conduct
their business without undue interference.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, July 19, 2000 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
a) Revision of Existing Massage Ordinance.
All interested persons are invited to present their views and comments on this matter. Written statements
may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may
be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, P.O. Box 3006, at or prior to the Public Hearing.
