CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: CONDUCT A PUBLIC HEARING TO CONSIDER AND APPROVE FUNDING PROPOSALS
FROM THE COMMUNITY AND CITY STAFF FOR EXPENDITURES OF THE CITY'S 2000-
2001 FEDERAL ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND HOME FUNDS.
MEETING DATE: February 16, 2000

RECOMMENDED ACTION: That the City Council conduct a public hearing to consider potential uses of
Federal funds received through the CDBG and HOME programs for the 2000-
2001 fiscal year. Staff is also recommending that the Council approve funding
allocation and reallocation amounts, dependent upon the results of the public
hearing. A summary of the applications, a listing of the funding requests, staff recommendations, and the proposed
reallocations are attached as exhibits to this communication.
BACKGROUND INFORMATION: The City will receive $734,293 in CDBG funds and $216,671 in HOME
funds from the Federal government for the coming fiscal year. Staff is
presenting the reallocation of $182,045.12 of CDBG funds from previous
years projects which have an unused balance. The reallocation of those
CDBG funds gives us a total of $916,338.12 to allocate this year. Requests for funding totaled $916,338.12.
CDBG funds can be used to address a wide range of community needs such as, park improvements, ADA retrofits,
and other community organization based projects. Federal HOME funds, on the other hand, must be used to
address housing and housing related activities such as housing rehabilitation and new construction.
Community Development staff met on February 7, 2000, with a representative of Parks and Recreation, Public
Works, and the City Manager's office to discuss the above mentioned proposals. Staff agreed to recommend
funding for each applicant in the amount requested, with the exception of the following item:
1. Lodi Boys and Gids Club's request for $22,100 for interior/exterior improvements was reduced to $20,000
due to some ineligible expenses which were calculated into their budget.
For HOME Funding, staff received one request from Habitat for Humanity, and is recommending their request for
$80,000 for them to either purchase vacant land for their construction of affordable owner -occupied housing, or
purchase an existing single-family residential property in order to rehabilitate it. Any surplus in their allocated
funding after acquisition can be used for the related development costs for those projects as well.
Staff has recommended allocating the remaining $136,671 in HOME Funding to our existing Housing Assistance
Loan Programs: Down Payment Assistance, Owner Occupied Housing Rehabilitation, and Rental Housing
Rehabilitation.

Grape Bowl Restroom Remodel
Scope of work to include the removal of existing plumbing, electrical,
and out dated structural elements. Reconstruct existing restrooms with
new materials. Will not increase the number of handicap accessible
stalls. 10% of funds would be used for architect fees.
Approved under Public Facilities and Improvements. Benefits
low/moderate income limited clientele (handicapped persons). Proposed
cost is considered reasonable and necessary.
CITY OF LODI- PUBLIC WORKS DEPT. $100,000
Handicap Ramp Retrofit
Scope of work to include installing curb ramps at City -owned facilities
and streets to comply with ADA requirements for all curb ramps
servicing government as well as other places of public accommodation
to be installed by January 26, 2000. The actual number of ramps
installed will be dependent upon the bids received.
Approved under Public Facilities and Improvements. Benefits
low/moderate income limited clientele (handicapped persons). Proposed
cost is considered reasonable and necessary.
CITY OF LODI-PUBLIC WORKS DEPT. $186,430
Sacramento/Walnut Street Parking Lot
To purchase the existing parking lot at Sacramento Street and Walnut
Street for use as a public parking lot to supplement customer and
employee parking in the adjacent downtown area.
Approved under Public Facilities and Improvements. Provides
low/moderate income jobs. Proposed cost is considered reasonable and
necessary.
FAMILY LAW SERVICES $7,800 TT
To continue providing a program for low-cost, professional legal
services to low income citizens of San Joaquin County. To continue
providing a second program for no cost services to clientele involved in
domestic abuse when there are children in the home.

HUTCHINS STREET SQUARE $60,000
Playground Replacement
To remove and replace the existing playground equipment and remove
sand ground cover to be replaced with ADA approved fibar ground
cover to meet current ADA requirements.
Approved under Public Facilities and Improvements. Benefits
low/moderate income limited clientele (handicapped persons). Proposed
cost is considered reasonable and necessary.
LODI BOYS & GIRLS CLUB, INC. $45,000
Programs & Equipment
To continue providing educational, social, recreational and athletic
leadership development programs to low/moderate income families. To
purchase a floor buffer & scrubber, copy machine, commercial
refrigerator, and banquet necessities.
Approved under Public Services. Benefits low/moderate income limited
clientele. Proposed cost is considered reasonable and necessary.
LODI BOYS & GIRLS CLUB, INC. $22,100
Interior/Exterior Improvements & Landscaping
To remove old carpeting and replace with tile flooring. Also requesting
funds for landscaping the program site and the purchase of lawn
maintenance equipment. Suggested funding amount $20,000.00 which
would cover landscaping and interior improvements without approval of
purchasing lawn maintenance equipment.

LODI HOUSE $25,000
Homeless Shelter For Women and Children
To be used for property acquisition or leasehold improvements for a
women and children's homeless shelter in Lodi. The request is not site
specific at the time of application, however, during the review period,
they have advised that they are looking seriously at two properties. It is
strongly recommended that the approval of this funding request is
conditioned upon the approval of the shelter's location by the
Community Development Department.
Qualifies under Public Facilities and improvements or Public Services,
depending on whether this is classified as bricks and mortar or as
services. Both benefit low/moderate income clientele. Request is not
site specific, so it is not suggested that this be approved for
improvements to a facility until location is determined. That leaves
funding them as a Public Service.
We have referred them to the County for any available ESG
(Emergency Shelter Grant)Funds.
Proposed cost is considered reasonable and necessary.
LODI UNIFIED SCHOOL DISTRICT $60,000

Senior Outreach Program
To create an outreach program to encourage seniors to become
involved in their community. Providing free lunches for first time visitors,
free coffee for all seniors, birthday gifts, a movie day once a month,
educational seminars, horseshoe tournaments, and social parties.
Approved under Public Services. Benefits low/moderate income limited
clientele. Proposed cost is considered reasonable and necessary.

Sidewalk & Streetscape Improvements
To rehabilitate the sidewalk in front of the center eliminating the hazard
that the current sidewalks pose for the seniors and community
members. To plant new shade trees to improve the visual appeal of the
center and provide shade making the center more energy efficient
during the summer months.
Approved under Public Facilities and Improvements. Benefits
low/moderate income limited clientele. Proposed cost is considered
reasonable and necessary.
SALVATION ARMY $53,790
Interior Improvements & Parking Lot Replacement
To paint all exterior and interior painted walls, carpet all offices and the
front hall, replace the vinyl in the kitchen area. This will also cover the
replacement of a dishwasher and install a -roll-up door in the kitchen
area, the purchase of storage racks in the warehouse and the complete
replacement of the parking lot.
Approved under Public Facilities and improvements. Benefits
low/moderate income clientele. Proposed cost is considered
reasonable and necessary. It has been determined that the
improvements would not be within the chapel/sanctuary area, as these
funds could not be used within that area.
SAN JOAQUIN COUNTY FOOD BANK $10,000
To cover cost of continuing and increasing the operation of providing
Charity Assistance, Senior Brown Bag and Food 4 Thought programs in
the City of Lodi.
Approved under Public Services. Benefits low/moderate income limited
clientele. Proposed cost is considered reasonable and necessary.
LODI COMMUNITY SERVICE CENTER $7,500
Dial-a-Ride/Grapeline Passes
To cover the costs of providing transit passes to low to moderate
income, as well as senior citizen and handicap residents of Lodi.
Approved under Public Services. Benefits low/moderate income
persons and limited clientele. Proposed costs are considered
reasonable and necessary.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE PROJECTED USE OF FUNDS FOR THE 2000/2001
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND
HOME ENTITLEMENT
WHEREAS, the Department of Housing and Urban Development has determined
that the City of Lodi, California is entitled to Community Development Block Grant (CDBG)
and HOME funding as a participating City through the County of San Joaquin and urban
County, for fiscal year 2000-2001; and
WHEREAS, the City Council of the City of Lodi has been made aware of the
amount of the CDBG and HOME funds available for the 2000-2001 fiscal program year
being approximately $915,946.12 and $216,671.00 respectively; and
WHEREAS, the City of Lodi has held, with proper notification, a public hearing at
the City Council meeting held February 16, 2000 to receive comments and proposals from
the public regarding the projected use of CDBG and HOME funds, and provided the public
with adequate information concerning the amount of funds available for community
development activities, the range of eligible activities, and other important requirements;
and
WHEREAS, the City of Lodi, Califomia has received public input regarding the
proposed use of CDBG and HOME funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby recommend allocations of CDBG and HOME funds to the projects as shown
on Exhibit A attached as recommended by staff, in the amount of $890,946.12 and
S216,671, respectively.

NOTICE IS HEREBY GIVEN that on Wednesday, February 16, 2000 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing to consider the
following matter:
a) Set Public Hearing for February 16, 2000 to Consider and Approve Community Input and
Proposals for Uses of the City's 2000-2001 Federal Allocation of Community Development Block
Grant (CDBG) and HOME Funds.
Information regarding this item may be obtained in the office of the Community Development Department
Director, 221 West Pine Street, Lodi, Califomia. All interested persons are invited to present their views and
