BACKGROUND INFORMATION: Federal regulations require the local legislative body to conduct a public hearing on the uses of Federal Transit Authority dollars prior to submitting a grant application. The sole purpose of this hearing is to solicit comments from the public on how transit dollars should be spent. Staff will make no presentation at this meeting; we want to hear from the public. After the hearing, staff can submit the grant application. The reason we are scheduling one public hearing for both years is that the 1995/96 grant application has not been filed and the only expenditures are for operations. Lodi's Transit Improvement Plan (TIP) did not anticipate any capital expenditures for this year. It is anticipated this hearing will be pro forma for 1995/96 as we have no authority to spend 1995/96 grant money on anything other than operations. FUNDING: Not applicable. Jack L. MEETING DATE: Wednesday May 15, 1996 PREPARED BY: Kirk J. Evans, Assistant to the City Manager RECOMMENDED ACTION: That City Council by motion action set a public hearing for June 19, 1996, for adoption of the San Joaquin County Integrated Solid Waste Management Summary Plan and Countywide Siting Element. BACKGROUND INFORMATION: AB939 requires replacement of existing County Solid Waste Management Plans with an Integrated Waste Management Plan for each county in California. This plan summarizes existing Source Reduction and Recycling Elements (SRRE) and NonDisposal Facility Elements (NDFE) for the incorporated and unincorporated areas of San Joaquin County. It also includes a discussion of jurisdictions involved, agency roles, and a statement of goals, policies and objectives set forth by the S.J. County Integrated Waste Management Task Force. The Plan provides a County profile and discusses plan administration. This is followed by a description of current solid waste management practices and a summary of each jurisdiction's SRRE, NDFE and Household Hazardous Waste Elements. AB939 also requires each County to prepare a Siting Element to verify S.J. County has at least 15 years disposal capacity for all waste generated during that period. The Siting Element provides detailed descriptions of disposal facilities that will be used for the next 15 years. The element verifies S.J. County has more than enough existing disposal capacity for the planning period through 2010. Public Resources Code 21000 requires environmental review of these documents. Both the Summary Plan and Sitting Element were reviewed in compliance with the California Environmental Quality Act. Negative declarations were adopted for each by the Board of Supervisors. The San Joaquin County Integrated Waste Management Task Force has reviewed this Integrated Solid Waste Management Summary Plan and Countywide Siting Element and determined it meets their goals and policies. California Code of Regulations, Section 18783 requires each City and the County to conduct public hearings regarding the Summary Plan and Sitting Element.
