(CDBG) and HOME funds.

RECOMMENDED ACTION: That the City Council hold a Public Hearing to consider possible uses of
Federal funds received through the CDBG and HOME programs for the
1996/97 fiscal year. Staff recommends that the City Council wait until the
next Council meeting to approve funding.
BACKGROUND INFORMATION: It is anticipated that the City will receive approximately $700,000 in
Community Development Block Grant (CDBG) funds and
approximately $200,000 in HOME funds from the Federal
government for the 1996/97 fiscal year. The figures are tentative
because the Federal government has not yet approved a budget. Faced with this uncertainty, staff will
be presenting, at the appropriate date, recommendations for funding as a priority list. Upon notification
of funding, items would be funded in order of their priority.
CDBG funds can be used to address a wide range of community development needs. HOME funds are
restricted to the provision of housing, either new construction or rehabilitation. To be eligible for
funding, projects/programs must first meet one of three national objectives:
1) To address the needs of low and moderate income individuals.
2) To eliminate a slum or blighted condition.
3) To resolve an urgent need.
Several ongoing projects/programs are mandatory components of the program and are funded annually
in order for us to particiate in the program. Others it has been the past preference of the City Council to
fund annually. However, the majority of each year's allocation is discretionary. Project proposals come
from the community and from City departments. Staff has received requests for funding from nonprofit
groups in the City and from County -wide agencies as well. A listing of all the projects/programs for the
current year which the Council is being asked to consider is below.

Habitat for Humanity: $20,000

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, March 6, 1996 at the hour of 7:00
p.m., or as soon thereafter as the matter may be heard, the City Council will conduct a
Public Hearing to consider the following matter:
a) Project proposals and community input regarding the 1996/97 Federal
allocations of Community Development Block Grant (CDBG) and HOME
funds.
Information regarding this item may be obtained in the office of the Community
Development Director at 221 West Pine Street, Lodi, California. All interested persons
are invited to present their views and comments on this matter. Written statements may
be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral
statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those
issues you or someone else raised at the Public Hearing described in this notice or in
written correspondence delivered to the City Clerk, 221 West Pine Street, at or prior to the
Public Hearing.

the United States mail, envelopes with first-class postage prepaid thereon, containing a
