RECOMMENDED ACTION: That the City Council set a public hearing for November 18, 1998 to consider appeal
from Richard Gerlack, et al. regarding Planning Commission decision on Negative
Declaration #98-09 and Growth Management Plan #GM98001, Vintners Square
Apartments, 1265 Lower Sacramento Road.
BACKGROUND INFORMATION: The City Clerk's office received a letter of appeal (attached) from Richard
Gerlack, et al. regarding Planning Commission decision on Negative
Declaration #98-09 and Growth Management Plan #GM98001, Vintners
Square Apartments, 1265 Lower Sacramento Road. It is recommended that
the City Council set this matter for a Public Hearing for November 18, 1998.

Dear City Clerk:
The undersigned neighborhood residents respectfully request that the Lodi
City Council reconsider the Lodi Planning Commissions Approval of the
request by t -R .M IN .
We believe the increased traffic will cause a significant impact to the
residents of Taylor Rd. & Hilde Ln. Cars and trucks will be driving in and
out of Taylor Rd. at all hours of the day and night. Cars and trucks will
park along both sides of the road, perform various turns, parallel park and
pull into our private driveways to give themselves more room, resulting in
high risk of accidents to both motorists and pedestrians that could cause
serious injury and or death.
It is the hope of the residents of Taylor Rd & Hilde Ln. that the City request
a traffic study to review and respond to Safety Concerns raised at the
October 14, 1998 Lodi Planning Commission meeting.
We are looking forward to the next step.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, December 16, 11998 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing to consider the
following matter:
a) Appeal from Richard Gedack, et al. Regarding Planning Commission Decision on Negative
Declaration #98-09 and Growth Management Plan #GM98001, Vintners Square Apartments,
1265 Lower Sacramento Road.
Information regarding this item may be obtained in the office of the Community Development Department
Director, 221 West Pine Street, Lodi, California. All interested persons are invited to present their views and
comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, 221 West Pine Street, at or prior to the Public Hearing.

Dear Mr. Seiglock,
It has been brought to the attention ofthe Board of Directors regarding the development
ofthe Vintners Square Apartment comply. We perceive that development ofthis project will
aspire tremendous tragic problems.
We have a resounding concern to oppose this project fior the tiollowing reasons:
The significant amount of vehicles added accessing Lower Sacramento Road. Which in
turn generates less accessability to and from St. Moritz Dr. lion the Sunwest
development.

?. Traffic and pedestrian sali ty do to the greater traliic flow.
3. 'There should be an environmental study pertaining to this project, to ascertain the impact
Of the project.
4. 'There would be a R-)reboding impact to the surrounding home; value. We would like to
keep an essence ofquality to the SUbdivision and encompassing area.
This project does not by any principal have a positive impact to our location. We are
sucking your forethought along with our concerns to scrutinize the proposal. There is a quality of
residential pride ofthe homeowners and the peripheral area. We hope you make a proper
decision fbi- the homeowners ofthe area and li,r the city ofl.odi.
