AGENDA TITLE: Public Hearing To Consider The Technical Equipment Purchase
Proposal For Local Law Enforcement Block Grant Program

RECOMMENDED ACTION: That the City Council authorize the Lodi Police Department to
purchase a server, PC terminals, and wiring for the network of
the PC system.
BACKGROUND INFORMATION: On July 2, 1997, the City Council authorized the Lodi
Police Department to accept Local Law Enforcement
Block Grant Program Funds in the amount of $106,522
and provide matching funds of $11,836. The source of
the matching funds will be taken from the 1997/1998 Lodi Police
Department Budget.
The City applied for, and received the Grant Award on 093097. When the funds are received, they will be
placed in a special revenue fund pending dispersal.
On December 11, 1997 an Advisory Board convened and reviewed the proposal for the disbursement of
those funds. The proposal indicated that we would purchase a server, PC terminals, and wiring for the
network of the PC system.
The Advisory Board consisted of the following persons:
Rich Ferrera, Assistant Superintendent, Lodi Unified School District
Robert Baysinger, Judge, Lodi Municipal court
D.D.A. Scott Fichtner, San Joaquin County District Attorney's Office
Malinda Wallace, Vice President, Lodi Boys and Girls Club
Charles Mauch, Captain, Lodi Police Department
Jerry Adams, Captain, Lodi Police Department
Larry Hansen, Chief, Lodi Police Department
Julie Wall, Lodi Police Department
The Advisory Board agreed with the proposal and made no other recommendations.

On January 7, 1998 a public hearing regarding the proposed use of Block Grant Funds will be held at the
scheduled City Council Meeting. Local advertisements will be made to insure the fullest possible
participation by the public in the public hearing.
FUNDING: Total Grant is $118,358, including matching City funds in the amount of $11,836.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, January 7, 1998 at the hour of 7:00
p.m., or as soon thereafter as the matter may be heard, the City Council will conduct a
Public Hearing at the Carnegie Forum, 305 West Pine Street, Lodi, to consider the
following matter:
a) the technical equipment purchase proposal for the Local Law
Enforcement Block Grant Program.
All interested persons are invited to present their views and comments on this matter.
Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those
issues you or someone else raised at the Public Hearing described in this notice or in
written correspondence delivered to the City Clerk, P.O. Box 3006, at or prior to the Public
Hearing.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE TECHNICAL EQUIPMENT PURCHASE
PROPOSAL FOR LOCAL LAW ENFORCEMENT BLOCK
GRANT PROGRAM
WHEREAS, on July 2, 1997, the Lodi City Council authorized the Lodi Police
Department to accept Local Law Enforcement Block Grant Program Funds in the amount
of $106,522 and provide matching funds in the amount of $11,836 to be taken from the
1997/98 Lodi Police Department budget; and
WHEREAS, the City applied for and received the grant award on September 30,
1997; and
WHEREAS, the Proposal for the disbursement of the funds included the purchase
of a server, PC terminals and wiring for the network of the PC system; and
WHEREAS, on December 11, 1997 an Advisory Board convened and reviewed
the proposal for the disbursement of these funds and have agreed with the proposal as
presented and made no other recommendations.
BE IT RESOLVED, that the Lodi City Council hereby authorizes the Lodi Police
Department to purchase a server, PC terminals and wiring for the network of the PC
system in the amount of $118,358.00.
