AGENDA TITLE: Installation of Class II Bicycle Lanes and Parking Modifications on Century Boulevard,
Ham Lane to Church Street
MEETING DATE: July 2, 1997

RECOMMENDED ACTION: That the City Council adopt a resolution approving no -parking on the north
side of Century Boulevard, from Hutchins Street to Hutchins Street
Frontage Road and from Ham Lane to 150 feet east of Ham Lane, and on
the south side, from Hutchins Street west to the Century Assembly
driveway, as shown on Exhibit A, to allow for installation of bike lanes.
BACKGROUND INFORMATION: At the May 21 meeting, City Council reviewed the striping plan for
Century Boulevard, from Ham Lane to Church Street. As discussed
at the meeting, Century Boulevard is scheduled to be overlayed as
part of the City's maintenance projects. Whenever streets are
repaved or overlayed, staff reviews the street to determine if bicycle lanes can be installed in accordance
with the Bicycle Transportation Master Plan adopted by Council in 1994 (Exhibit B). To minimize the
cost of installing bicycle lanes on all the streets shown in the Master Plan, bicycle lanes are installed with
street maintenance projects. Century Boulevard was approved to have Class II bicycle lanes, which
includes striping bicycle lanes with pavement legends and installing bicycle signs.
In order to accommodate bicycle lanes on Century Boulevard, either no -parking zones will need to be
installed as discussed at the Council meeting, or the number of through lanes reduced along this
segment of Century Boulevard. At the Council meeting, City Council was extremely concerned with
installing no -parking zones to accommodate the bicycle lanes. There was discussion about whether the
bicycle lanes should be installed even though the Master Plan was adopted by Council. Staff suggested
to the Council that the striping plan be reworked and brought back to Council at a later date.
Prior to the Council meeting, staff had many discussions about reducing the number of lanes on
Century Boulevard. Staffs concern is vehicles queued for the east parking lot during the peak periods
before and after Tokay High School sessions. The existing striping plan provides an additional lane for
motorists to travel around the queued vehicles. The existing and future traffic volumes suggest that
Century Boulevard has more than enough capacity with the existing four lanes. The current daily traffic
volume on Century Boulevard is 6,200 vehicles per day. The future projections for Century Boulevard,
without the construction of the railroad grade separation, is 11,500 vehicles per day. The table below
indicates capacity levels as described in the Citywide Circulation Study (July 1990).

As shown above, the existing and future volumes are well under the capacity levels on a daily basis.
Staff was concerned with reducing the capacity during the peak morning period (7:00 to 7:20 a.m.).
However, westbound drivers entering the east parking lot will likely veer to the right using the bicycle
lane to queue. This is a legal maneuver.
Staff also reviewed the need and desirability of bicycle lanes on Century Boulevard. We came to the
conclusion that Century Boulevard is a prime location for bicycle lanes, especially with the types of
adjacent recreational facilities. Beckman Park, located at the southeast comer of Ham Lane and
Century Boulevard, is a community park with playground equipment, baseball diamonds, soccer fields,
and picnic areas. Also, Tokay High School, located at the northeast corner of Ham Lane and
Century Boulevard, has tennis courts, a track field and swimming pool that are used on weekends and
weekday evenings. Even though there is not a high demand for bicycle lanes by the high school
students, there is a lot of activity at the high school during non -school hours.
There are also two adjacent churches along this street segment that once the bicycle lanes are installed
may make Century Boulevard more bicycle friendly for children. Century Assembly, located at
Century Boulevard and Hutchins Street, has a Christian elementary school on site. Although most
parents drive their children to the school site, the bicycle lane might appeal to some parents to ride with
their children to the school. English Oaks Church, located at the southeast corner of Ham Lane and
Century Boulevard, hosts church camps during the summer months.
These types of facilities adjacent to a street with bicycle lanes may encourage bicyclists to use the
marked lanes. As more bicycle lanes are installed throughout Lodi, we may see more commuters using
the bicycle lanes to and from work, reducing the amount of vehicles on the street system. With the
increasing awareness of air quality, the installation of bicycle lanes is a desirable alternative to vehicles
as well as a cost savings mechanism for commuters.
The bicycle lanes on Century Boulevard will begin creating a network for Lodi bicyclists since bicycle
lanes will be installed this summer on Hutchins Street, from Harney Lane to Kettleman Lane. Staff also
intends to extend the bicycle lanes from Ham Lane to Mills Avenue with the Century Boulevard bike lane
project. Since this segment is currently striped for two lanes, bicycle lanes can be installed without
removing any parking.
RECOMMENDATION: In order to accommodate the striping between Ham Lane and Church Street,
staff recommends that City Council approve a 160 -foot no -parking zone on the north side of
Century Boulevard, from Hutchins Street to the Hutchins Street Frontage Road and from Ham Lane to
150 feet east of Ham Lane, and a 160 -foot no -parking zone on the south side, west of Hutchins Street.
This will provide room for a striped right -turn lane at Hutchins Street.
