HomeMy WebLinkAboutAgenda Report - July 2, 1997 (54)SOF<O CITY OF iDI COUNCIL COMMUNICATION 4<.�oaa AGENDA TITLE: Amend Agreement to Provide Construction Engineering Services for Water Storage Tank Construction, 1215 Thurman Street ($23,500) MEETING DATE: July 2, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to amend the upper limit of the professional services contract with Montgomery Watson Engineers for construction engineering services from $64,042.00 to $90,600.00 and authorize the transfer of funds in the amount of $70,000.00 from the completed Well 4 Construction project into the Water Tank Construction account to cover overruns and this addition to the engineering contract. BACKGROUND INFORMATION: The original estimate of costs for contract engineering services for the water storage tank was based on Montgomery Watson's estimate of the work involved in reviewing contractor submittals, responding to requests for information and clarification, and contract change orders. The time involved in reviewing submittals is dependent upon their completeness and complexity of the information supplied by the construction contractor. Some of the larger submittals had to be resubmitted and reviewed several times. Listed below are the estimated and actual number of submittals, requests for information and change orders. Item Estimated Amount Submittals Requests for Information Change Orders Cost 30 45 5 $64,042.00 (original estimate) Actual Amount 68* 61 12 $80,537.14** Clearly, more of each estimated task was performed by the consultant than previously estimated and there is still the facility start-up assistance to be completed. *There were a total of 104 submittals made on this project; 36 of them were reviewed and approved by City engineering staff, 68 were reviewed by Montgomery Watson. **Some of the work completed by Montgomery Watson under the construction engineering services contract was work the staff felt Montgomery Watson should have completed under the earlier design contract, specifically the costs incurred in processing some of the change orders. To that end, we negotiated the $12,195.00 deduction in costs from this contract, as shown on the cost breakdown. APPROVED: H. Change orders in the amount of $124,948.00 were issued during construction. Two of the largest change orders were a grounding grid ($35,588.00) and a chlorine generator ($61,145.00) which were not part of the original contract. There are sufficient funds remaining in the Well 4 Construction account to cover these expenditures. FUNDING: Additional funding to be transferred from Well 4 Construction account.
