HomeMy WebLinkAboutAgenda Report - July 16, 1997 (42)CITY OF LODI COUNCIL COMMUNICATION 4 AGENDA TITLE: Authorize City of Lodi, in Conjunction with Woodbridge Irrigation District, to Apply for CalFed 1997 Category III Ecosystem Restoration Projects and Programs Grant MEETING DATE: July 16, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the Public Works and Parks and Recreation staffs to apply for CalFed Category III funds and the City Manager to execute the grant on behalf of the City of Lodi. BACKGROUND INFORMATION: The passage of Proposition 204 in 1996 provided for an additional $60 million from State bond funds for Category III grants. This funding is for non -flow related ecosystem restoration activities to improve the health of the Bay Delta ecosystem. This funding, if obtained, is one hundred percent grant funds with no matching required. The Woodbridge Irrigation District (WID) and the City of Lodi will be the lead agencies in this grant proposal. The East Bay Municipal Utility District (EBMUD) will be partnering with the WID and the City of Lodi on this project. Because a member of the Board of Directors for EBMUD sits on the CalFed grant selection committee, EBMUD cannot be a formal applicant in this grant process. The firm of Jones & Stokes Associates, Inc. is preparing the actual grant application submittal. The application must be submitted by July 26, 1997. Exhibit A (attached) shows the items to be included under the Lower Mokelumne River Restoration Plan grant application. Those areas that would affect the citizens of Lodi most directly include: 1. A new dam for WID. This will allow WID to keep the dam in operation year-round, with the exception of flood flows, thus providing water in Lodi Lake on a year-round basis. 2. Deepening and regrading Lodi Lake bottom. This will provide better water quality and less entrapment of fish when the dam is lowered. The material removed from the lake bottom will be used to construct a causeway between The Point and the west side of Lodi Lake. 3. Trimming and clearing of downed trees in the Mokelumne River within the city limits. This will improve watercraft safety and flood flows. 4. Bank restoration and riparian corridor and habitat improvements 5. Fish passage improvement will be made at the WID dam, including the construction of a public viewing area. The total value of the proposed Lower Mokelumne River Restoration Plan is estimated at $17 million. FUNDING: Not applicable. r (Jack L.
