AGENDA TITLE: Contract Award for Traffic Signal and Lighting Installation, Turner Road and Mills Avenue
($119,378)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the
above project to Steiny and Company, Inc., of Vallejo, in the amount of
$119,378.00 and appropriate additional funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: This project includes installing a traffic signal, street lighting, and
wheelchair ramps at the Turner Road and Mills Avenue intersection. This
intersection is on the California Public Utilities Commission's list with a
preempted traffic signal as the recommended railroad protection
improvement. The City's contractor will install a preempted traffic signal and Southern Pacific Railroad's
contractor will install the necessary track improvements and preemption circuits for the signal.
Plans and specifications for this project were approved on October 4, 1995. After Council approval, there was a
delay in coordinating the project with Caltrans.
The City received the following three bids for this project. The requested appropriation is the difference between
the contract amount and budgeted funds as well as for construction contingencies.

RESOLUTION NO. 97-99
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR TRAFFIC SIGNAL AND LIGHTING INSTALLATION,
TURNER ROAD AND MILLS AVENUE, AND APPROPRIATING FUNDS
TO COVER THE PROJECT
WHEREAS, in- answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on July 2, 1997
at 11:00 a.m., for Traffic Signal and Lighting Installation, Turner Road and Mills Avenue;
and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the bid for Traffic Signal and
Lighting Installation, Turner Road and Mills Avenue, be made to the low bidder, Steiny
and Company, Inc., of Vallejo, CA; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the bid for Traffic Signal and Lighting Installation, Turner Road and Mills Avenue, be and
the same is hereby awarded to Steiny and Company, Inc., of Vallejo, CA, the low bidder,
in the amount of $119,378.00; and
BE IT FURTHER RESOLVED, that funds be appropriated as follows:
Development impact Fee Funds $ 29,300.00
Federal Funds and Development Impact Fee $114,000.00
