AGENDA TITLE: Appropriate Funds for Playground Equipment Replacement

RECOMMENDED ACTION:: That the City Council appropriate $50,000 to replace playground
equipment at Heritage School.
BACKGROUND INFORMATION: The Capital Improvement Budget included a multi-year program for
playgrounds with General Fund money for the first year and
subsequent years with Community Development Block Grant Funds
(CDBG). The concept was that the City and LUSD would receive the funding in alternate years.
A few months ago, during the CDBG allocation process for FY 97198, it was uncertain if LUSD would be
eligible for CDBG funding and their application was withdrawn. As part of that process, the Parks
Department received over $300,000 in CDBG funds for park and playground improvements. Since then, it
has been determined that LUSD is eligible on the same basis as the City is for projects within the target
area or ADA upgrades Citywide. However, no funds will be available for another year.
The eastside area south of Lodi Avenue is deficient in park and playground facilities. In an effort to
improve this situation and provide safe and updated parks and playground facilities for children, City staff
has worked with representatives from the Lodi Unified School District (LUSD) to address this need. Given
this situation, staff is recommending that we proceed with the General Fund Capital appropriation and go
forward with LUSD on the Heritage School Project. A letter from LUSD describing the project is attached.

RE: Heritage School Playground Equipment
Dear Mr. Flynn:
Pursuant to your conversation of February 28, 1997 with Mamie Starr, and recent follow-up
information from City Engineer Richard Prima, please accept this letter as the District's request for
550,000 for the replacement of the Heritage School playground equipment. It is our understanding
that this amount was included in the City's current budget for the specific purpose of playground
equipment replacement at City schools, and that a letter is required to initiate Council action on the
CIP appropriation.
Project estimates are outlined on the attached. At the conclusion of the project, a complete
accounting will be provided. We will be pleased to work with your Finance Department on the
details of the fund transfer.
On behalf of the many children in the Heritage neighborhood, we thank you, your staff, and the
City Council for your consideration and support of this important community improvement.
