HomeMy WebLinkAboutOrdinances - No. 802ORDINANCE NO. 802 AN ORDINANCE PROVIDING REGULATIONS FOR USE OF WASTE DISPOSAL GROUNDS AND FOR AMENDING SUCH REGULATIONS The City Council of the City of Lodi does ordain as follows : Section 1. Waste Disposal Grounds as used herein shall mean that portion of the Northeast one-quarter of Section 19, Township 3 North, Range 8 East, M. D. B. & M., now or hereafter used for disposal of waste materials, including garbage, by the City of Lodi, residents of said City and by residents in the Fourth Supervisorial District of San Joaquin County. Persons shall include individual, firm, corporation, partnership or association. Custodian means the person appointed by the City Manager to supervise and control all operations in said Waste Disposal Grounds, his deputies and any city employee working under the direction of the Custodian. Section 2. From and after the passage of this ordinance, the following rules and regulations and amendments thereto shall apply: (a> Said Waste Disposal Grounds shall be used only when the Custodian or some other properly designated person is in charge thereof. Said grounds shall be open to use from 8:OO a.m. to 5:OO p.m. daily, except on such holidays as may be designated by the City Manager. (b) No charge for waste disposal shall be made to individual residents of the City of Lodi or for waste collected by employees or agents of the City of Lodi in said City nor to individual residents of the Fourth Supervisorial District of San Joaquin County. 1. (c) Persons engaged in commercial hauling of waste materials, including garbage, shall be charged the following rates : (1) First cubic yard of contents $6 050 (2) Each additional cubic yard (3) City-owned equipment 50 No Charge (4) Rubber tires, per yard 2.00 (5) Automobile bodies to be prohibited (6) Stumps and logs: Under 24" at butt 24" and over at butt 1 .oo 3.00 (7) Septic tank waste, per load 5.00 (8) Unloading help: For assistance to unload at dump at request of driver, per hour or part thereof 2.00 Charges for equipment to assist unloading will be negotiated by the operator. All vehicles shall remain on the roadway or roadways to the disposal area unless otherwise directed by the Cus- todian. No vehicle shall be operated at a speed in excess of ten miles per hour while in the disposal grounds. (el No person shall conduct salvage operations in the waste disposal grounds unless given written permission by the City Manager and such operations shall at all times be under the direction of the Custodian. No rubbish, waste garbage or other materials shall be burned unless such burning is authorized and supervised by him. 2. (g) Violations of these regulations shall constitute a misdemeanor, and on conviction thereof, the violator may be barred from future use of these grounds and be punished by a fine of not more than $500.00 or by imprisonment in the County Jail for not more than sixty days, or by both such fine and imprisonment . Section 3.
