HomeMy WebLinkAboutAgenda Report - June 18, 1997 (87)v � CITY OF •DI COUNCIL COMMUNICATION <y�oac� AGENDA TITLE: Traffic Resolution Amendment - Aspen Grove Drive, Banyan Drive and Vineyard Drive, Through -Street Study MEETING DATE: June 18, 1997 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending Section 2(B) of Traffic Resolution #87-163 by approving the conversion of the following three street segments to "through streets" (Exhibit A). A through street or through highway is defined in the California Vehicle Code as a highway or portion thereof at the entrance to which vehicular traffic from intersecting highways is regulated by stop signs or traffic control signals or is controlled when entering on a separated right -turn roadway by a yield right-of-way sign. • Aspen Grove Drive Banyan Drive Vineyard Drive from Hutchins Street to Aspen Grove Drive BACKGROUND INFORMATION: The following study has been prepared based on requests received by staff to install traffic controls at various streets intersecting both Aspen Grove Drive and Vineyard Drive. Due to the configuration of streets in this area, a review has been performed to determine if the minor collector streets in the area should be established as through streets. Through streets are considered when traffic volumes along a particular street segment create conflicts with minor street traffic that are higher than drivers would normally expect. The City's informal guideline for establishing through streets is traffic volumes of approximately 2,000 vehicles per day. An additional guideline is that the street is being used as a minor collector. The following study includes the review of existing conditions in the area, discussion and staff's recommendation. Existing Conditions Aspen Grove Drive, Banyan Drive and Vineyard Drive are all constructed to minor collector street standards. Traffic volumes on these streets are approximately 2,000 vehicles per day, as shown on Exhibit B. The speed limit on these and all other streets in the subdivision is 25 miles per hour. Currently, within the subdivision, with the exception along the perimeter, the only existing traffic control is a yield sign on Ridge Drive at Aspen Grove Drive. Due to the layout of this subdivision, all of the local residential streets in the area are only accessible from either Aspen Grove Drive, Banyan Drive or Vineyard Drive. The layout also provides convenient routes for cut -through traffic. Cut -through traffic is considered as drivers who divert off of major routes onto minor streets to either reduce travel time and distance or to avoid obstacles, such as traffic controls. Drivers westbound on Harney Lane who intend to turn right (northbound) onto Hutchins Street can avoid the backup at the traffic signal at Hutchins Street by using Banyan and Vineyard drives. These concerns of cut -trough traffic have been expressed by complainants and agree with the distribution of traffic in the area. DISCUSSION/RECOMMENDATIONS: This situation is unique in the fact that a combination of streets form this collector network. Since traffic volumes on these streets are approximately 2,000 vehicles per day, and the streets are constructed and being used as minor collectors, the Department's guidelines for establishing through streets are satisfied. In addition, since there appears to be a significant amount of unnecessary cut -through traffic in this subdivision, the installation of the stop signs may deter some of these drivers as well as allow the Police Department to enforce citizens' concerns related to drivers speeding while turning at these uncontrolled intersections. Based on these factors, staff recommends the City Council approve establishing Aspen Grove Drive, Banyan Drive, and the described portion of Vineyard Drive as through streets. With this approval, staff will install stop signs on the minor streets intersecting the through streets. FUNDING: Costs for the conversion from one yield control to a stop control, and the installation of ten stop signs and legends, from the Street Maintenance Account at an approximate cost of $2,500. FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-163, Section 2(B) "Through Streets, Stop Intersections, and Yield Intersections" is hereby amended by converting Aspen Grove Drive, Banyan Drive and Vineyard Drive from Hutchins Street to Aspen Grove Drive to "through streets".
