APID ENACTING A NEW ORCIKANCE ESTABLISHING RATES FOR THE SALE
The City Council of t.he City of I.odi does ordain as follows:
Section 1. Ordinance No. 606 of the City of Lodi entitled "AN ORDINANCE

Y MEASURE" is herehy repealed as of the effective date of this Ordinance.
Section 2. Schedules"A", "B", "B-I", "!I-A", "D-B", "S-I" and "S-11" are
hereby established as hereinafter set forth.
Section 3. SCHEDULE A - DOIESTIC SERVICE is applicable to domestic liqhting,
heating, cooking, and sing1 e-phase domestic power service in sing1.e family
dwel.1.inns and in flats and apartmcnts separately metered by the City of Lodi;
nl-so to all single-phase farm service furnished to the premises operated by the
person whose residence is supplied through the same mrter.

(c) Whenever emergency or exit lights are required by law in apartment
houses, etc., such service shall be separately metered and shall not be billed
under this schedule.
(d) When a business or commercial establishment is conducted in canju-riction
with a residence and both are measured through one meter, this rate does not
apply

or nolyphase alternaiin current service, provided that all polyphase service to
any customer on the sank? premises shall bc supplicd through one meter. Servjce

Section 5. SCHEDULE 13-1 - OlJTiXX)fl DUSK-TO-DAWN LIGHTING shall be applicable
to Citv owned and maintainrd outdoor overhead lighting service where street light
service schedules do not apply.
(a) RATE
For each 175-watt Mercury Vapor lamp - $3.50 per month.
(b) CHARACTER OF SERVICE: Lamps shall be approximately 175-watt Mercury
Vapor with luminaire and bracket, as specified by City of Lodi Utility Department,
and shall he supported on City-owned poles which are used to carry distribution
system circuits for other City purposes and shall be at locations approved by the
City of Lodi.

(c) BILLING: Service rendered under this schedule will be billed monthly
or bi-monthly at City's option, in conjunction with an existing metered account
(which will appear on City bill as 3-1) with no meter readings.

Section 6. SCLIEDULE D-A - GENERA1 POWER - MAXIiNJM DEMAND BASIS is applicable
to alternating current used in motors, heating and cooking cevices, and rectifiers
for battery charginq; but is not applicable to current used for lighting, either
directly or through transforming or converting equipment, except incidental
lighting (as defined in Subsection (d) below) combined with power on the same meter.

Minimum Charge
$45.00 per month for the first 40 kw or less of the Billing
Demand plus 806 per kw for any excess.
(b) BILLING DEVAMD for the purpose of this schedule is the maximum demand
made by the customer's equipment for electrical power during the month for which
bill is rendered. The maximum demand in any month will be the maximum average
power taken during any 15-minute interval in the month; provided, that in cases
where the use of energy is intermjtlent or subjcct to violent fluctuations, a
5-minute interval may be used.
(c) GUARANTEED LOAD: Any customer may obtain the rates and conditions of
service for a billing demand greaier than his actual demand by guaranteeing the
charges (including the minimum charge) apnlicable to such qreater demand. Such
guaranteed demand may not be changed more than once per year.
(d) INCIDENTAL LIGIITII\IG, for the purpose of this schedule, is any lighting
on the premises of an industrial (as distinquished from commercial) plant operated
by power supplied on this schedule, except lighting in dwellings or in buildings
used primarily for trade or for any purpose not essential to the operation of such
plant.
(e) VOLTAGE: Any standard distribution voltage, single or polyphase, at the
customer's choice, but not more than one (except where 120/208 volt 4-wire star
or 130/240 volt 4-wire delta service is available) will be supplied on this
schedule.
Section 7. SCHEDULE D-B - GENERAL !WER - CONNECTED LOAD BASIS is applicable
to alternating current used in motors, heating
for battery charqinq; but is not applicablr to

When the primary use of power is seasonal or intermittent,
the minimum charge may, at the option of thc customer, be
made accumulative over a 12-month period.

The demand charge is payable in five equal monthly
installments.

The energy rates applicable to Rate (A) above.
(c) The MIl\iI!.KJivl CHARGE in Rate (A) and t!ie Demand Charge in Rate (B) shall
be based on a connected load of at least 2 hpfor sinqle-phase service and at least
3 hp. for three-phase service.
(6) VOLTAGE: Any standard distribution voltage, single or polyphase, at the
customer's choice, but not more than one, (except where 120/208 volt 4-wire star
or 120/24(! volt &wire delta service is avai1abl.e) will. be supplied on this
schedule.
(e) CONNECTED LOAD, for the purpose of this schedule, is the sum of the
capacit.ies of all of the customer's equipment that may be connected to the City's
lines at the same time.
(f) GUARANTEED LOAD: Any customer under Rate (A) may obtain the rates and
conditions of service for a connected load larger than his actual connected load
by guaranteeing the charges (including the minimum charge) applicable to such
larger connected load. Such a guaranteed 1.oad may not be changed more than once
per year.
Section 8. SCHEDULE S-I AND SC!dEDULE S-ZI - GENERAL SERVICE - DEMAND FETERED -
DEMANDS OF 1,000 I<W OR LESS AND DEMANDS ABOVE 1,000 KW are applicable to
alternating current .lighting and , at the customer's option, to alternating current
for heating, cooking, power or any combination thereof (either single phase 01
polyphase) alone or combined with l.ightin9, provided all polyphase power service
to any customer on the same premises shall be supplied through one meter. Service
to each of t.wo or more separate areas, but not in the same building, and which do
not overlap within the same premises may be individually metered.

(c) The following conditions shall apply to said Schedules S-I and S-I1
(i) MAXIMUh( DEMAND: The maximum demand in any month will be the
maximum average power taken during any 15-minute interval in the month. However,
when the recorded monthly maximum demand has exceeded 400 kw for three consecutive
months and thereafter until it has fallen below 300 kw for twelve consecutive
months, a 30-minute interval will be used; provided, that in cases where the use
of energy is in-termittent c)r subject to violent fluctuations, a 5-mi-nuts interval
may be used. A thermal. type of demand meter which does not reset after a definite
time interval may he used.
(ii) BILLING DEMAND: The billing demand to be used in computing
charqes under the above schedule will be the mran of the actual maximum demand as
determincd under (i) for the currcvt montb, arid the highest such demand occurring
in the year ending with the current month.

\ (iii) VOLTAGE: Service on this schedule will be supplied at the
secondary voltage available or, at the option of the customer, at the primary
voltage available. Were secondary voltage is desired and polyphase power is to
be combined with single-phase, a Li-wire service will be supplied.
(iv) PRIMARY VOLTAGE DISCOUNT: When delivery hereunder is made at
the same voltage as that of the li.ne from which the service is supplied, a
discount of 3% will be all.owed, provided, however, the City is not required to
supply service at a particular line voltage where it has (or will install) ample
fa.cilitics for supplying at another voltage equally or better suited to the
customer's electrical requirements. The City of Lodi retains the rj.ght to change
its line voltage at any time, after reasonable advance notice to any customer
receiving a discount hereunder and affected by such change, and such customer
then has the option to change his system so as to receive servjce at the new line
voltage or to accept service (without voltage discount) through transformers to
be supplied by the City of Lodi.
(v) TOVER FACTOX: When the billing demand has exceeded 400 kw for
three consecut.ive months and .thereafter untj.1. i.t has fallen below 300 kw for
twelve consecutive rronths, bills will be adjusted for weighted month1.y avcrage
power factor as follows:
The total c!iarge (except the minimuin charge) for any month as computed
on the above rates will be decre;.sed or increased, respectively, by .01% for each
176 that the average power .factor of customer's load in that month was greater or
less than 8576, such average power factor to be computed (to the nearest whole per
cent) from the ratio of l.agging kilovolt-ampere-hours to kilowatt-hours consumed
in t!>e month, provided, however, that no power factor correction will be made for
any month when customcr's maximum demand was less than 10% of the highest such
demand in the preceding eleven months.

Section 9. EFFECTIVE DATE: This Ordinace shall be published one time in the
"Lodi News Sentinel ," a <aily newspaper of general circulation printed and
published in the City of Lodi, and shall be in force and take effect with respect
to all electric hills for servjce fu er biay 7, 1965.
